that's right
as muslims are rejecting to live a civilized/modern life regardless of their living places they are expecting their cultural and religious stuff where they are living.
if muslims are wearing their own cloths, having their own colonies, going to their own temples, why shouldn't they punished by their own methods ?
such a system should be established and if a muslim is found to be guilty in a non-muslim country, he should be sent to "their own" punishing station (or what ever you call those barbarian places) and punish him in that way.
this would be big help for our muslim brothers to protect their identity and their cultural features.
