It's well known fact that a significant amount of people tip the traffic police officers to get rid of from a motor traffic offense. If we calculate the amount of money/ income the country/ government is losing in this act, may be in millions. (may be a much higher figure than we think)

It may be time to look into, why people prefer to tip the traffic officers than paying a fine.

The main fact I see is, when you get caught in a traffic offense, the traffic police takes your license into their custody. You may have been traveling a long distance from your home-town, when you get caught. So, on the next day, you have to travel all the way from your home town to the place you got caught to pay your fine and get your license released.

So, I think people prefer to give a tip to the police officer and get escaped, than following all the hassle full path, which is official.

Other countries have a different method for this. They don't get your driving license into police custody. They just issue you a ticket, and you can pay your fine from any bank from any city. So, people like to follow the official pathway, which is hassle free.
But, due to complicated method we are following in our country, I guess country/ government may be losing a big amount of income (may be a larger amount than we think), which could be gained through motor traffic offenses.

If government/ country could get this income, it could have been utilized for improving road safety or some other productive act. But, by now as traffic police officers individually collecting this income, it is being utilized for their own benefit only.
(may be for a beer at the end of the day LOL )

Mama ahanne, me rate oya pagawa/ jaraawa adu karran barida.
Sri Lanka is well known among international community for the above.
I think there are many people, who like to pay their fine to a proper authority
    than tipping a cop.
Lankaawe uda indan pallehaatama hama ekaama pagaawa gannawane.
They have got so much used to that system, so that a person who is not
giving a tip can't get a work done
