One of the best ways to learn English is by reading English books, watching movies with English subtitles.It's better to start with simple ones. 
also try to use it in your day-to-day life. Talk to yourself in English and also practice with your friends.
In order to improve our spoken English, what we did was, every person who speaks a Sinhala word within an agreed time limit should add 2 rupees to a box. And additional 1 rupee for any grammatical error. Initially the time limit was one hour per day and then we expanded it to 24*30. (eg: Assume you've used 5 sinhala words within the agreed time.Then you've to add 10 rupees as a fine)
At the very beginning the collected money was enough to buy something
After about 8-12 months the box was almost empty.
