තමාට සන්ධානයෙන් නාමයෝජනා නොලැබුනත් තමා කොළොන්නාවේ අසරණ දුගී ජනතාව වෙනුවෙන් කරන සේවය කිසි ලෙසකින්වත් නවත්වන්නේ නැති බව අද පස්වරුවේ පැවති මාධ්‍ය සාකච්චාවකදී දුමින්ද සිල්වා මහතා පවසා සිටියා. තමාට නාමයෝජනා ලබා නොදීම පිටුපස අදිසි හස්තයක් ක්‍රියාත්මක වුනු බවත් ඉදිරියේදී ඒ පිළිබඳව මුළු රටටම පවසන බවත් මේ අවස්ථාවේ දුමින්ද සිල්වා මහතා පැවසුවා. තවද තමාගේ ජයග්‍රහණය ඉවසීම දරා ගැනීමට නොහැකි පිරිස් මේ අවස්ථාවේ NGO නඩ මගින් හා පිටසක්වල ජීවින්ගෙන් විශාල ලෙස මුදල් ලබා ගෙන ඇති බවත් ඔහු පවසා සිටියා. මේ අවස්ථාවේ විශේෂයෙන්ම කොළොන්නාව ජනතාව ඉතා සිහිබුද්ධියෙන් කටයුතු කරන ලෙසත් තමා වෙනුවෙන් සියදිවි නසා නොගන්නා ලෙසටත් පැමිණ සිටි කොළොන්නාව ජනතාව අමතා ඔහු පවසා සිටියා. මෙය ඉතාම සංවේදී මාධ්‍ය සාකච්චාවක් බව අපේ වාර්තා කරු පැවසුවා.

After completing his higher education in UK, he has been to the Yokohama University (The Association for Overseas Technical Scholarship (AOTS) of Japan) to Improve his Management Skills in 1996.
With the scope of improving his administration skills he attended Harvard University (USA), in 2005 to Harvard Business School for the Senior Executive programme of “Building New Ventures” and in 2006 to John F Kennedy School of Government for “Driving Government Performance”. Thilanga pursued further in following “Post Graduate Diploma in Public Management in the Faculty of Graduate Studies in the University of Colombo.
