    London Stock Exchange to invest here

    A high-powered business delegation from the London Stock Exchange (LSE) will meet Prime Minister Ranil Wickremesinghe this week to discuss and finalise an investment agreement.

    The discussions to be held in Colombo on Wednesday will be based on the setting up of a global IT support centre that provides IT services to stock exchanges globally.

    The support centre to be set up at the TRACE Expert City in Maradana will create high-end technology jobs for Sri Lankans which are equivalent to two or three other similar jobs – in terms of intensity and skill level.

    “The investment will create a global platform for Sri Lanka’s tech talent,” an official connected with the deal told the Sunday Observer.

    These jobs will be brought to Sri Lanka from other places where they are known for producing high end tech products and services.

    LSE already has a support centre in Bangalore, India with 1,500 employees providing services to stock exchanges around the world. However, with the launch of the Colombo office some of the jobs in Bangalore would be shifted to Colombo, benefiting Sri Lankans.

    The LSE group is a leading developer of high performance trading platforms and capital markets software for customers around the world, through MillenniumIT.

    MillenniumIT, the Group’s subsidiary is the developer of flexible, low cost, high performance trading platforms and financial markets software serving both the Group’s own businesses and third parties

    The LSE Group acquired MillenniumIT, a company set up by a Sri Lankan, Tony Weerasinghe in 2009 with 300 employees.

    An IT industry analyst told the Sunday Observer that LSE’s direct presence in Sri Lanka is a huge boost for the IT and financial sectors of the country. “LSE is one of the biggest brands in the world operating with strict regulatory compliance. That is also an encouragement for other major investors looking for investment opportunities especially in the knowledge-based business sectors to come to Sri Lanka,” he said.

    “It’s a major project for Sri Lanka and the Prime Minister himself was working on this project for a while now and this week’s discussions will lead to the finalisation of the project.

    The premier is keen on creating ‘quality’ job opportunities for the educated Sri Lankan youth. Hence they no longer have the need to look for foreign jobs and our talent can remain in the country,” the source said.

    Official sources said LSE may also meet several other representatives in the financial and capital market sectors.

    EIA on Aruwakkalu revised: Rs 12 b project to transport garbage

    A revised Environmental Impact Assessment(EIA) is now being done to launch a Rs.12 billion project to transport garbage from the Meethotamulla dumping site to an engineering landfill in Aruwakkalu, Puttalam, to solve the long-standing issue, Secretary to the Ministry of Megapolis and Western Development Nihal Rupasinghe said.

    He said Rs.2 billion has already been allocated and the EIA report on the project is due to be completed in the next two to three months.

    The Ministry of Defence and Urban Development was keen to provide a solution to the Methotamulla dumping site but objections were raised as it posed a threat to the Wilpattu National Park.

    “We have now shifted the landfill in Aruwakkalu to a new spot two kilometres north of the previous location,” he said.

    The Wild Life Department has also agreed to this location, he said.

    The sites excavated by the Holcim Cement company will be used as an engineering landfill and not just another dumping site, he said.

    Garbage collected at the Meethotamulla dumping site will be transported by rail to the Aruwakkalu engineering landfill.

    The Ministry of Megapolis and Western Region Development has called for international proposals for solid waste management for the Karadiyana garbage dumping site.

    “We called for international quotations two months ago closing on May 17. Up to now 119 local and foreign companies have sent proposals. An investor will be selected from this lot,” he said.

    Panadura-Veyangoda railway to be electrified, US $ 300m ADB loan; completion in 2020

    Sri Lanka’s railway electrification project, first proposed by Engineer D.J. Wimalasurendra in 1924 is long overdue. Decades after that first proposal there is light at the end of the tunnel. Serious attempts were made by local engineers to get the government to implement the electrification and modernisation of the railway system in the island, particularly in 1994 and 2008. However, the project was not implemented. Today the members of the Institute of Engineers of Sri Lanka say it may seem hard to get to it, but they will continue to work hard until the project is implemented.

    Railway to be electrified The first sector to be electrified and modernised is the 100 km stretch of the Panadura-Veyangoda track – the busiest rail track in the island. The cabinet gave its approval to the program last July and the project is scheduled to be completed by 2020.

    Sri Lanka’s first railway electrification and modernisation - of the suburban railway network - is ready to begin with an Asian Development Bank (ADB) loan of US$ 300 million and the approval of the cabinet. The Institute of Engineers of Sri Lanka (IESL) wants to ensure that it is ‘a top priority’ of the government over the next couple of years. A team of ADB officials studying the feasibility of this railway project completed their ‘study mission’ in Colombo last week; they met the officials of Sri Lanka Railways, the Transport Board and the Finance Ministry during this visit.

    Following their meetings and findings, the ADB team has decided to proceed with the preliminary design of the project, starting next month for which they have asked the international consultants to express interest. Sometime this month, the ADB will select the designing group as well.

    Support

    “Electrification and modernisation of the railway is a top priority and we want the government to concentrate its efforts on getting that right,” said Dr. Thilak Siyambalapitiya. “We remain concerned about the future of the electrification. The project is on track, but needs everyone’s support to remain on track,” he said.

    Sri Lanka Railways transports 400,000 passengers daily; they travel in utter discomfort.

    People complain that the fleet of trains does not run on time; the carriages are insufficient and the rolling stock almost dilapidated. On the other hand all road users suffer from severe traffic congestion.

    “People deserve to travel comfortably as they are the people contributing to the growth of our economy. A better rail service means people will prefer leaving their cars at home and travelling by train,” Dr. Siyambalapitiya told a forum in Colombo last Monday.

    The forum organised by the IESL was chaired by four transport experts, Dr. Thilak Siyambalapitiya, Dr. Lalithasiri Gunaruwan, Prof Amal Kumarage and Priyal de Silva.

    ADB concessions

    IESL has been in the forefront of conducting analyses and sensitising the governments over the past five decades about the immense economic benefits of railway electrification-energy saving, lower emissions, saving in travel time and comfort.

    IESL says that the government should use the concessionary financing already available from the ADB and not further delay the implementation of the electrification project.

    The speakers emphasised that this project will transform the lives of people, those who travel between Panadura and Veyangoda initially, and the rest later.

    Railway electrification does not mean that the project ends at the point of connecting the trains to an electricity system. “The aim of railway electrification and modernisation would be to encourage the 400,000 passengers who travel by rail daily to continue with train travel, and attract road users to move into this modern, efficient form of transport. The project hopes that over one million travellers will use the electrified service daily,” de Silva said. Dr. Siyambalapitiya said the proposed project goes way beyond “hanging a wire and running an electric train.”

    “Yes - current comes along the overhead wire and then returns along the rail. Walking on tracks will not electrocute a person, but is dangerous as he may be hit by a train running at 100 km per hour. Therefore, railway tracks need to be fenced, for that land acquisition may be required in certain areas,” he said. Electrification will reduce pollution as it helps reduce carbon dioxide emissions, save energy, and provide faster and more reliable services for thousands of passengers. There is no other project –which will bring the benefits to the community at large than this project.

    Technology facilities

    “With this project, we have never been close to implementation as it is today. The project is ready to go; the project is finalised and has the support of the IESL and the entire government. At present it is the only government development project, which already has money. For all other projects money is yet to come,” Dr. Siyambalapitiya said. IESL has done several studies on railway electrification and the latest available is the study done in 2008 which was done in collaboration with the Sri Lanka Railway and the Ceylon electricity Board.

    The study recommends that the Panadura-Veyangoda track would be the most economical track to begin with. This has also been vetted by their Indian counterparts, he said. Another speaker at the forum, Prof Amal Kumarage said the basic railway technology should be available to the people of this country soon. “At present the railway carries only about 12% of the total passengers. It can be easily increased to 20% and with a more ambitious plan it can even be increased to 30%,” he said. For instance, there are certain railway lines that carry up to 20-35% of people.

    “Railway electrification and modernisation alone is not sufficient for this project,” said Prof Kumarage. The entire system including the Railway Department has to be revamped and modernised.

    “We need to get modern railway stations – they are still in the 19th century. We need modern amenities, modern stations with boarding facilities at the same level, escalators, ticketing options, smart cards, pleasant environments and connecting buses and taxi services to move like in other countries such as Singapore, Hong Kong, and India now.” And it is also important to train the Railway employees to get connected with the new system with the right attitude to offer incomparable service to its users, he said.

    Dr. Gunaruwan outlined three key factors – the project should be done at the lowest (without compromising quality) cost at the lowest interest rate – which the ADB has already pledged.

    “We also need to work with certain foreign professionals and ensure that our country and its professionals benefit by way of economic factors, value addition and knowledge; the project implementation should help drive the local economy. Therefore, we need to go for an international competitive bidding process,” he said.

    He added that private investors are usually not keen on developing projects of this nature. “Concessionary financing available from multilateral lending agencies such as the ADB are the cheapest form of financing for infrastructure. As infrastructure projects have long construction periods and unclear revenue streams, projects of this kind have never attracted foreign investors anywhere in the world.”

    However, when the project is implemented, there will be many opportunities for private sector investors to run businesses and connect people to workplaces.

    Dr.Gunaruwan, a regular railway passenger, said the project has already got funds. “But we, the engineers, need to support the project throughout and ensure it’s got to be kept on budget; it’s got to be kept on time because this may be the last chance we have to get the railway electrification project a reality.

    “The entire nation should push for the implementation of this project with absolute commitment from the government.”

    There will be many opportunities for private sector investors to run businesses when the project is implemented.

    Development of Negombo Lagoon begins at a cost of Rs. 1 billion

    Government has commenced a Rs. 1 billion project to develop the Negombo lagoon, which is considered to be the most beautiful and largest lagoon in Sri Lanka.

    The lagoon and its coastal environment has a long association with the fishery industry in the country and the fishermen have long requested the Ministry of Fisheries and Aquatic Resources Development and previous governments to develop the lagoon since their livelihoods have been disturbed as the lagoon has been blocked by silt and waste.

    Minister of Fisheries and Aquatic Resources Development, Mahinda Amaraweera on Thursday, 12 May inaugurated the first phase of the Negombo Lagoon Development Project at an estimated cost of Rs. 131 million.

    The project to develop the lagoon consisting of an area of 3,000 hectares at an estimated cost of Rs. one billion will benefit 2,000 fisher families, business community and many others.

    Under the first phase the woods in the bank of Kuda Ganga Dala will be removed and a strong embankment will be built. Jogging tracks and parking spaces for boats are also planned to be built.


    Speaking at the event, the Minister said that a giant step in development will be taken with the cooperation of the international community. A number of development projects will be initiated in the years of 2016/2017 by the present government.

    The Minister also mentioned that the European Union has lifted the ban on Sri Lanka fish exports which caused a loss of foreign exchange of Rs 16 billion. Soon Sri Lanka will receive a heavy amount of foreign income with the expected GSP+ concession from the EU.

    Such achievements were made possible due to the faith placed on the present government by the international community, the Minister emphasized.

    Sri Lanka to pick new Colombo terminal operator by year's end

    Sri Lanka plans to announce the winner of the bidding contest to operate Colombo’s East Container Terminal by the beginning of next year. With construction of the first container berth at the terminal due for completion before then, the chosen operator will be able to start handling containers very soon after the awarding of the concession, according to the Asian Development Bank.

    The ADB, which is advising the Sri Lanka Ports Authority on the transaction, said a request for proposal and draft concession agreement for the project will be released during the third quarter of this year with the winning bidder selected before the end of the first quarter of 2017.

    “With increased use of larger vessels in the South Asian transshipment market, development of additional deep-water berths is urgently needed to retain Colombo Port’s competitive position,” said Chaorin Shim of the ADB’s Office of Public-Private Partnership, which helps ADB member countries secure private investment and develop bankable public-private partnership projects.

    Hill-country Tamils housing project begins

    A project of building 4,000 houses for hill-country Tamils in Central and Uva provinces of Sri Lanka was launched recently.

    Funded by the Indian government, 1,134 houses will be built initially. The construction of the houses will be facilitated by the Estate Workers Housing Cooperative Societies (EWHCS) in consultation with beneficiaries.

    The High Commission of India would release payment of a total of SLR 950,000 per house in four tranches, linked to the physical progress, directly to the special bank account operated by the EWHCS, according to a release issued by the Commission.

    Sri Lanka gives new southern expressway deals to Chinese firm

    ECONOMYNEXT – Sri Lanka has given contracts to China National Technical Import and Export Corporation under the Southern Expressway project to rectify slope failure and repair local roads using savings of 1.93 billion rupees.

    A government spokesman said three projects proposed by Highways Minister Lakshman Kiriella were approved by the cabinet of ministers this week.

    These are for rehabilitation of 11 local roads, buying four police cars to be deployed on the expressway and to rectify the slope failure at the 114 km post of the expressway.

    The contracts between Road Development Authority and China National Technical Import and Export Corporation are for the southern section of the Southern Expressway from Pinnaduwa to Godagama.

    The validity of a loan from Exim Bank of China for the project has been extended till June 2016.

    Foreign Buyers After Lankan Dirt

    With a number of well known companies particularly from the United States, Japan, China, Singapore and Korea coming forward to tackle the garbage menace in Sri Lanka, authorities expressed confidence that the government is on the right track to put an end to the growing problem in the city.

    Megapolis and Western Development Ministry Secretary Nihal Rupasinghe expressed confidence that the country would not have any garbage issues in two and half years time.

    He told The Sunday Leader that 119 bidders have submitted proposals and suggestions with regard to recycling garbage in Colombo.

    He said that they would evaluate recommendations and proposals and select two bidders for the Gampaha and Karadiyana sanitary sites.

    Steps would also be taken to take Meethomulla to a separate location in Arawakkadu in Puttalam.


    New location in Puttalam

    He says that the new location is two kilometers away from the Wilpattu National Park. He said earlier this week that they visited the area

    Together with the Director of the Wildlife Department and Conservation.

    However, he stressed that they would decide on it after the Environmental Impact Assessment (EIA) report.

    He said that they have government funds to the tune of Two Billion Rupees to proceed with the project.

    Rupasinghe says that 26 are foreign organisations and he is confident of the removal and recycling of the garbage dumps in Karadiyana and Meethotumulla within the next three months.

    He also said that given the green light for a Western Power Company in a 10-acre land in Muthurajawela to convert 10MW. According to Rupasinghe the day-to-day solid waste collection estimated to be around 700 Mt will be transferred in sealed containers by train twice a day.

    “The garbage will be used to fill up craters spanning an area of three kilometers following the removal of limestone used for a private cement company,” he said.

    He also said that earlier there were plans that garbage was to be dumped in the Puttalam district in an area bordering the Wilpattu National park; however, the decision was reversed due to pressure from the environmental lobby on the adverse environmental impact.

    It is also understood that a railway loop laid between Meethotumulla and Orugodawatte will be linked to the main line. Twenty six sealed containers (20ft each) will be imported to transfer the garbage.The train will do two trips a day with 13 containers being transported at a time.

    Before the garbage is transported it will compressed using a machine which will be fitted in Meethotumulla.However, the existing garbage dump at Meethotumulla will not be removed but will be left to decompose and thereafter a vehicle park will be set up there.

    Garbage from other areas including Kandy and Anuradhapura linked by the railway services will also be transported to Puttalam.

    In a related development, a committee looking into the garbage issue at Karadiyana, Kesbewa has proposed the setting up of a recycling plant either in the same location or in Muthurajawela. Some 109 companies have already put bids for the project.

    Land for Sri Lanka Volkswagen assembly plant secured: BOI

    Apr 11, 2016 (LBO) – Sri Lanka’s Board of Investment has helped to secure land for the setting up of a Volkswagen assembly plant, the investment promotion agency said.

    “Through the successful facilitation by Upul Jayasuriya, chairman of the Board of Investment of Sri Lanka and his officials, working closely with the Ministry of Lands, land in the Kuliyapitiya area was secured for setting up the Volkswagen assembly plant in Sri Lanka,” the BOI said.

    “This land will be taken over by the BOI and would be formally handed over by the investment promotion agency to M/s Senok Automobile (Pvt) Ltd., for the assembly of cars manufactured by Volkswagen AG, the renowned German Company.”

    The agreement to assemble cars was earlier signed by Jayasuriya and Noel Selvanayagam, president of Senok Automombiles.

    A BOI Section 17 Agreement, the investor will assemble vehicles in the 1000 cc to 2000 cc category and these vehicles will be diesel powered and include passenger cars, Sport Utility Vehicles (SUV), Multi Utility Vehicles (MUV) or commercial vehicles.

    Initially these vehicles would be marketed locally for a period of 3 years and thereafter to overseas markets, according to the project.
