    UPDATE 1-Sri Lanka seeking to borrow $3.5 bln through foreign debt

    COLOMBO May 25 (Reuters) - Sri Lanka is in the process of borrowing up to $3.5 billion from foreign sources via syndicated loans, sovereign bonds, and sukuk, the country's finance minister said on Wednesday.

    The borrowing plan comes as the South Asian nation seeks to fix its precarious balance of payments position after a sharp depletion of its foreign exchange reserves - a legacy of massive debt piled up under the previous government.

    "A $500 million syndicated loan is almost done with Credit Suisse. Once that is done, we will be going for another $500 million syndicated loan," Ravi Karunanayake told a Foreign Correspondents Association forum.

    "Then we will go for the sovereign bond within two to three weeks. We will also go for a sukuk."

    Karunanayake also said the government has appointed eight banks and four non-banking institutions as the lead managers for the upcoming sovereign bond but did not name the institutions. He added the government may look to sell bonds to Chinese and Japanese investors.

    Sri Lanka is heavily indebted, partly due to borrowing by the previous government during its nine-year tenure that ended in January 2015. It faces a balance of payments crisis with around $2 billion in foreign outflows leaving the government securities market since October 2014.

    The finance minister said the refinancing debt will be used to ease the pressure on the repayment of expensive loans in the past.

    The $82.2 billion economy delayed its 2016 borrowing plan until it reached an agreement with the International Monetary Fund (IMF) for a $1.5 billion bailout to help the island nation avert a balance of payments crisis.

    The island nation has been taking steps to ease the pressure on foreign debt repayment including requesting China swap some of the $8 billion Sri Lanka owes Beijing for equity in infrastructure projects and offering to sell stakes in its companies to Chinese ones.

    It has also planned reforms in loss-making state-owned enterprises while raising taxes to increase government revenue, after repeated requests from the IMF. (Reporting by Shihar Aneez and Ranga Sirilal; Editing by Sam Holmes)

    How can we run like this? Seriously why gave Rs10000 to increment 1.4 million public servants when SL's economy was never be able to afford it

    Sri Lanka on Wednesday (May 25) appealed for foreign aid to recover from massive floods that caused an estimated US$2 billion worth of damage and claimed more than 100 lives, AFP said.

    Finance Minister Ravi Karunanayake said 35,000 homes were damaged in last week's floods triggered by the heaviest rain for early 25 years, with the capital Colombo the hardest hit.

    "We are looking at the maximum possible support," the minister told reporters, adding, though, that he expected foreign countries would foot about 75 per cent of total reconstruction costs.

    Karunanayake blamed rampant construction in low-lying parts of Colombo that had been designated as stormwater collection points, as reasons for the flooding which hit about one third of the city's residents.

    "The main cause is the filling of marshland and putting up of buildings," the minister said.

    Karunanayake said strict new building codes would be introduced from Jun 1 to prevent such land being reclaimed for construction in future.



    He said he was hoping for foreign assistance mostly in the form of grants and loans, but also called for overseas expertise in urban planning to prevent such disasters.

    Several countries sent emergency aid last week at the height of the disaster, including India, which dispatched two naval ships and an aircraft loaded with supplies.

    The Disaster Management Centre (DMC) said 101 people were known to have died in various locations last week, while another 100 were still listed as missing in the central district of Kegalle.

    Landslides ripped through two villages in Kegalle, 100 kilometres (60 miles) northeast of Colombo, with soldiers still searching for victims buried under tonnes of mud.

    Rain has eased since Cyclone Roanu moved away from Sri Lanka, hitting southern Bangladesh on Saturday and killing at least 24 people there, before weakening.

    Oka denne ne ban. Minissunge hitha hadanna oka kiwwe. Votes Tika ganna.

    This has given already as an allowance on top but does not get counted when u retire as its not in the basic salary.
    SL economy could not afford Rs10,000 because our out put does not match / GDP is not based on major manufacturing countries like China or Vietnam.
    So now they can't pay loan repayments coz money goes to public workers.
