First of all there is a difference between war and accident. it is not same. Again most of the camps in north are not armories. they do not store ammunition likes of Saalawa. any army camp has a certain risk. but not in the same level as a armory.
There are army camps in south too. only difference is the number of camps per sqkm might be higher in north. but why are they there? they can be removed easily if the extremist Tamils (not regular ones) gave up the desire for separate country. as long as the separatism is there, camps will be there. they are the two sides of the same coin. one cannot be eradicated while other is there.
