    $ 62 m ADB boost to revive fisheries industry in North

    On the request of Government, the Asian Development Bank (ADB) has provided preparatory technical assistance to formulate a project to revive the fisheries sector in the four conflict affected districts of Jaffna, Mannar, Mullaitivu and Kilinochchi under the Northern Province Sustainable Fisheries Development Project.

    The $ 62 million ADB supported project intends to support Gurunagar and three identified feasible fisheries harbours in Point Pedro in the Jaffna district and Pesalai in the Mannar district, V. Sivagnanasothy, Secretary, Ministry of Prisons Reform, Rehabilitation, Resettlement and Hindu Religious Affairs said.

    The Northern Province was one of the most productive fishing regions in the past. Fish production has decreased over the years due to the past 30 year old conflict that prevailed in the region. Fisheries infrastructure facilities are in the dilapidated stage and the proposed ADB funded project intends to develop fisheries harbours, anchorages, landing sites, and related infrastructure facilities.

    Prior to the conflict, the Northern Province accounted for 40% of the marine fish catch. By2009 however it has declined to 7%. However, with the lifting of restriction to access coastal waters, the contribution has increased to 12%.

    DNC Asiatic plans to set up motorcycle factory in Sri Lanka

    KUCHING: DNC Asiatic Holdings Sdn Bhd, which has invested some RM10mil to develop the market for its Malaysian-made Demak motorcycles in Sri Lanka, has plans to set up manufacturing facilities there.

    According to executive director Hu Ying, the company would consider setting up a manufacturing plant in Sri Lanka once the Demak brand is firmly established with sizeable market share and annual sales of at least between 25,000-30,000 units in that country.

    Wholly-owned subsidiary Demak Manufacturing Lanka (Pvt) Ltd has acquired a 10-acre land, located about 20km from the international airport in Colombo, for the proposed plant project.

    Hu said the company’s Sri Lanka operations currently assembled Demak bikes from knocked-down components manufactured by DNC Asiatic’s main factory in Selangor. The company also owns a manufacturing plant in Kuching, and the two plants have a total production capacity of 120,000 units per annum.

    “Our sales in Sri Lanka doubled to 3,000 units last year from 2014 and our target is to more than triple the sales to 10,000 units this year,” she told StarBiz. Hu is optimistic that the target is achieveable in view of the phenomenal growth of the motorcycle market after the civil war in Sri Lanka ended in 2009, and with the launch of specially-designed Demak scooters for the locals, especially female riders.

    According to Sri Lankan road transport authorities, the number of new registered motorcycles jumped by over 50% to 301,000 units last year, from 197,000 units in 2014.

    Hu said the double-digit growth in annual registration of new motorbikes was expected to be maintained in future years as the locals had the purchasing power in line with Sri Lanka’s economic growth.

    Last month, International Trade and Industry Minister Datuk Mustapha Mohamed launched the new Demak Civic Scooter 110cc in Colombo.

    Hu said DNC Asiatic had capitalised on the spectacular growth in the sales of scooter – from 10% to over 30% of total bike sales in three years – to come up with the specially-designed model for the Sri Lanka market. The Demak Civic Scooter 110cc is priced at about US$1,300.

    “Our scooter has easy riding features for particularly urban ladies. It is affordable, fashionable and with high performance. The scooter is an efficient transport for the locals in traffic congested cities. The feedbacks after the launch is very good. Initially, we forsee we can sell an average of 300 units a month.

    “We plan to launch two more scooter models – 125cc and 150cc – in the next three months,” she said, adding that scooters are seen as trendy bikes. Eight credit companies in Sri Lanka provide end-financing for the purchase of Demak motorcycles. Under the Sri Lanka central bank’s new ruling, motorbike purchasers are now required to pay a minimium 30% in downpayment.

    Hu said eight Demak models, including street bikes and scramblers, are currently available at 90 Demak dealers nationwide in Sri Lanka. Demak’s extensive sales networks also include 15 mega showrooms/3S centres as well as 220 service and spare parts centres.

    Demak, which spread its wing to Sri Lanka in 2010, made a breakthrough into the new market with its 150cc scrambler, which is still No. 1 seller in the scrambler segment today. Riding on the popularity, the company then introduced the 200cc scrambler and other models. “Next year, we will unveil a new 250cc scrambler,” she said.

    This year alone, Demak Manufacturing Lanka has a RM3mil budget to fund the brand’s advertising, promotion and marketing activities.

    People’s Bank unveils solar power loan scheme

    June 13, 2016 (LBO) People’s Bank has launched a solar power loan scheme to promote the use of solar energy as part of its drive towards being a carbon conscious bank.

    Launched on World Environment Day which falls on 5th June 2016, People’s Bank now offers loans to customers who would like to install solar power facilities in their homes and offices.

    “As a socially responsible financial institution, People’s Bank has embarked on a powerful sustainability journey to measure, manage and mitigate its carbon footprint by launching a formal Environmental Sustainability Policy, called ‘People’s Green Pulse,’” a statement said.

    The Solar power loan scheme is one such initiative that leverages on the “bank’s sustainability commitment,” the bank said.

    “A growing population and greater pressure for energy generation necessitates the urgency towards finding sustainable solutions for the future. The megapolis of the future will feature smart urban settlements and seek to discover solutions to resolve issues related to urbanization of which energy is a major component,” Deepal Abeysekara, head of marketing and research, People’s Bank said.

    The loan scheme will also be available to customers who wish to purchase electric cars.

    People’s Bank customers can avail of concessionary interest rates and loan amounts of up to 2.5 million rupees for a maximum repayment period of five years, the bank said.

    ECONOMYNEXT - CEAT Sri Lanka has announced it will invest Rs 800 million over the next 12 months to increase radial tyre production capacity by 75 per cent, to 70,000 tyres a month from 40,000 to meet growing local and export demand.

    The company said in a statement it currently has a 30% share of the radial tyre market and supplies nearly half of Sri Lanka’s overall requirement of pneumatic tyres.

    About a third of CEAT Sri Lanka’s current tyre production is exported to 15 countries in South Asia, the Middle East, Africa and the Far East.

    The new expansion comes two years after CEAT Sri Lanka commissioned a Rs 600 million radial tyre manufacturing plant at the company’s Kelaniya complex to produce tyres for cars and sports utility vehicles (SUVs).

    “Our new investment entails a virtual replication of the plant we opened in July 2014, with new hi-tech machines,” CEAT Sri Lanka Managing Director Vijay Gambhire said.

    “This bold decision to almost double production reflects our commitment to Sri Lanka and our confidence in the potential of our tyres to compete with global brands in the domestic and export markets. With this investment, CEAT Sri Lanka’s total investment will rise to Rs 3.8 billion.”

    The new machines to be installed would produce 13 sizes of radial tyres, increasing production of several existing sizes as well as adding new sizes to the company’s radial tyre portfolio, which already comprises of 33 sizes - 20 for cars, eight for vans and five for SUVs, Gambhire said.

    CEAT Sri Lanka Vice President Sales, Marketing & Exports Ravi Dadlani said the increase in production capacity and the introduction of new sizes will give the firm the potential to double market share.

    Among the 13 CEAT radial tyre sizes to be manufactured when the latest phase of expansion is complete, are 31x10.5 R 15 All-Terrain tyres, 265/70R16 H/T, 205/75R 14 H/T and 205/75R15 H/Ttyres under CEAT’s Czar brand, and two export sizes - 215/70 R 15 C and 225/70 R 15 C.

    The second child and maternal hospital in Sri Lanka will be constructed at Galassa in the Kalutara district at a cost of Rs. 4,775 million, Health Ministry sources said.

    According to the sources, the project will be funded by the Netherlands government.

    A large number of women and children will benefit with the construction of this hospital.

    The highest ever monetary allocation from the budget for the health sector in the country’s history was recorded this year with Rs. 216 billion.

    Three cancer hospitals will also be built using part of the funds, the sources said.

    Rs. 45 billion will be spent to purchase drugs. The three cancer hospitals to be built in Thilippale, Kandy and Matara. Maternity Hospitals will also be developed with these funds, the sources said.

    Rajagiriya flyover to be built in 32 months

    The construction work on the proposed Rajagiriya flyover which was officially inaugurated in last week was expected to be completed within 32 months, Higher Education and Highways Minister Lakshman Kiriella said yesterday.

    Kiriella told The Island that the 534-metre long, four-lane bridge would be the longest in the country.

    The first phase of the project was expected to be completed by the end of next year and the second stage scheduled to be completed in late 2018, the Minister said.

    Funds for the project come from a relief credit line established by the Government of Spain. The total cost of the project is estimated at Rs. 4.7 billion.

    After the completion of the project, the travel time between Nelum Pokuna and Battaramulla would be halved, Minister Kiriella noted.

    It was estimated that generally more than 100,000 vehicles moved across the Welikada Junction daily, the Minister said.

    According to the Road Development Authority (RDA), the average speed of a vehicle from Diyatha Uyana Battaramulla to Devi Balika Vidyalaya in Borella was currently about nine kilometres per hour due to heavy traffic congestion, Minister Kiriella said. During peak hours, the speed dropped to about three kilometres per hour, he added.

    After the construction of the flyover vehicles would be able to ply at a speed of 20 km per hour along the stretch between Diyatha Uyana to Devi Balika Vidyalaya, Minister Kiriella added.

    The vehicles travelling direct to and from Colombo via Battaramulla could use the proposed flyover at Rajagiriya, the Minister said.

    In addition, the Highways Ministry stated that the construction work on the Polgahawela and Ganemulla flyovers built under the same Spanish-funded project was already underway at an estimated cost of Rs. 8.4 billion. An interest of 0.15 percent would be charged on 70 percent of the loan while the interest on the balance 30 percent would be 1.95 percent, Minister Kiriella said. The loan is repayable in 40 years with a grace period of four years.

    China pledges to develop Northern Province

    Chinese Ambassador to Sri Lanka Yi Xianliang today visited Jaffna and pledged to take forward bilateral ties by assisting in the development of former war zone in the Tamil-dominated north, the Business Standard reported.

    The Ambassador met with the northern governor Reginald Cooray and said that China stands ready to offer assistance to Sri Lanka and the Northern Province within Chinas assistance programme in the island.

    He told the Governor that China and Sri Lanka enjoy strong historical ties and that the relationship must be taken forward.

    The Ambassador expressed Chinese interest to offer assistance to boost the education of children in the north and said China will consider offering scholarships to the northern children.

    Italian firm mulls Tyre manufacturing in Sri Lanka with USD75mn

    June 15, 2016 (LBO) – An Italian firm has sought BOI approval to set up a radial and industrial Tyre manufacturing and retreading plant in Horana area as a joint project with the Ceylon Steel Corporation.

    The 100 acres of land which will be acquired through the UDA is to be allocated to Ceylon Steel Corporation on a 99-year lease for the project.

    The 75 million US dollars (Rs10.87bn) worth factory is expected to produce 3 million Tyres annually and scheduled to export 75 percent of the output.

    The project is expected to provide 3,700 direct and indirect employment opportunities and estimated gross turnover is 100 million Euros annually.

    Cabinet approval has also been given to recover the value of the land including infrastructure cost with other services to be rendered by the government from the investor.

    1 10. Allocation of a land for establishment of a tyre factory at gonapola, Horana (Document No - 26)


    Sri Lanka earns an income of US$ 471 million by exporting pneumatic & retreated rubber tyres and tubes, which accounts for 61.9 percent of the total rubber exports. The proposal made by Hon. Malik Samarawickrama, Minister of Development Strategies and International Trade, to establish a tyre factory with a capacity of 3 million tyres per annum with an investment of US$ 75 million as a Board of Investment project, was approved by the Cabinet of Ministers.


    1 11. Development of the airport in Palaviya, Puttalam (Document No - 31)


    A domestic aviation system is vital for the country that combines the whole country with the international airports. In addition to international airports in Katunayake and Mattala, there are 14 domestic airports in various extents covering 7 out of 9 provinces in Ampara, Anuradhapura, Batticaloa, Hingurakgoda, Palali, Iranamadu, Koggala, Katukurunda, Palaviya, Ratmalana, Sigiriya, Trincomalee, Weerawila and Vavuniya. Budget 2016 has proposed to establish three domestic airports in Badulla, Kandy and Puttalam Districts with public-private partnership to promote tourism in these districts. The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to develop the Palaviya Airport, by adding a land of 26 hectares at an estimated cost of Rs. 750 million, was approved by the Cabinet of Ministers.


    1 12. Development of infrastructures at the universities of Peradeniya, Kelaniya, Colombo, Jaffna, rajarata, visual and performing arts, eastern university and the institute of agro-technology and rural sciences of the University of Colombo (Document No - 33)


    The government has given priority to cater requirements of current students and who are expecting to enter universities in technology and other fields by improving space and facilities of government universities. It is expected to enrol 1825 students at the end of 2016 to follow courses in technology stream and the University Grant Commission has taken steps to enrol students at a 5% annual growth rate from 2017. Furthermore, it has been advised to commence these courses in other universities. The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to improve infrastructure such as faculty buildings, computer units, libraries, and research buildings in eight (08) universities at an estimated cost of Rs. 484 million in 2016 and Rs. 3,381 million and Rs. 1,074 million respectively in 2017 and 2018 with the view of generating professional graduates to suit the development needs of the economy and international job market, was approved by the Cabinet of Ministers.


    1 13. Award of eighteen (18) civil works contract packages in north central, north western provinces and Kaluthara districts (Document No - 35)


    The Integrated Road Investment Programme, funded by the Asian Development Bank, is implemented with the view of improving the access roads among key socio-economic centres in rural areas. The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to award 18 civil work contracts related to 18 road sections, in North Central, North Western provinces and Kaluthara District, as recommended by the Cabinet Appointed Standing Procurement Committee, was approved by the Cabinet of Ministers.

    BoI signs 37 new agreements worth US$ 579 mn

    The Board of Investment of Sri Lanka has entered into 37 new investment agreements in April and May 2016. The total estimated investment is around US$ 579 million generating 6000 direct employment opportunities.

    With the Megalopolis programme in progress nine agreements have been signed toset up new apartment complexes.

    Fairwar Urban Homes, Iconic Development, S T K Developers, Menara Residencies , Capital Tower, Elysian Reality , U K Lanka Developers, Makro Developers and P U W Towers will set up new housing complexes in Colombo. The estimated value of investment is US$ 230 million. Four new agreements have been signed in power generation projects to set up mini hydropower projects in Dehiattakandiya, Demodara, Soranathota and Walapane.Vidula Biomass, Ino Mini Hydro Power, Udawela Hydro and Biomed Hydro Power have obtained BOI approval to set up mini hydro power plant projects.

    Western Solution and L S E G Business Services Colombo will set up projects to develop software and provide Information Technology enable services and to provide Business Processing Outsourcing services for international market.

    Four new agreements were signed to set up hotel projects with an investment of US $ 69 million. Saracawatta, Saif Estate, Sofia Kandy and Casa De Hotel and Resorts have obtained BOI approvals to set up their hotels in Hikkaduwa, Bandarawela, Peradeniya and Wennappuwa. These four new hotel projects will help the Government to achieve its target to build 75,000 rooms to cater to four million tourist arrivals by 2020.

    Two new agreements were signed to set up garments and related manufacturing projects with an investment of US $ 15 million. A total number of 1300 direct job opportunities will be created through these two projects. EAM Maliban Textiles and Yyonne Lanka will produce garments and garment accessories. Two agriculture projects have obtained approvals during April and May. Japan Lanka Agriculture Industrial Research and Training Centre (Pvt) Ltd will set up a project to cultivate vegetables for the export market and also establish an agriculture training institute in Divulapitiya. Value Plantation will set up a project to produce value added tea for the export market. The total estimated investment would be US $ 14 million.

    Three agreements were signed to set up Mixed Development projects in Colombo investing US $ 144 Million. Blue Mountain Colombo, A O D Properties and M S A Shamsudeen Development have obtained BOI approvals in this sector.

    D & A Apparel Trading signed to set up trading house to export garments and other textile products. Star Garments Group signed to set up an export trading house to export Sri Lankan non-traditional products and to provide with designing services. The total investment of these two projects would be US $ 7 million.

    Bhagya Hospital signed an agreement to set up and operate a hospital in Mahiyanganaya with an investment of US $ 3.8 million. Farmchem Manufacturers signed an agreement to set up a project to manufacture veterinary pharmaceuticals for export market. This project representing an investment of US $ 4.5 million will be located at the Industrial Zone, Homagama. Batticaloa Campus Limited signed an agreement to set up a higher education Institute in Batticaloa.
