Sri Lanka, Singapore ink deal to develop port city of Trincomalee

The MOU will see Singapore infrastructure consultancy Surbana Jurong detail a long-term development plan for the Trincomalee metropolitan area and surrounding cities in the island's Eastern Province.



SINGAPORE: Sri Lanka’s government and Singapore infrastructure consultancy Surbana Jurong have signed a Memorandum of Understanding (MOU) to develop the port city of Trincomalee.

It will see Surbana detailing a long-term development plan for the Trincomalee metropolitan area and surrounding cities in the island's Eastern Province.

Singapore's Minister for Trade and Industry (Industry) S Iswaran and Sri Lanka's Minister for Development Strategies and International Trade Malik Samarawickrama on Thursday (Jun 2) witnessed the signing of the MOU in Colombo.

Progress in the Eastern Province was hampered over the years by the civil war which ended in 2009. The state government is now focused on its development.

"We in the Eastern Province would certainly be willing to play the role of a launching pad for our two countries to achieve a higher level of economic achievement for the benefit of the people of our two countries," said Mr Nazeer Ahamed, chief minister of the Eastern Province in Sri Lanka.

While in Trincomalee, Mr Iswaran also visited a plant run by Singapore's Prima Group - one of the first Singapore companies to do business in Sri Lanka.

"I was personally struck by first, how long the business has been in operation here,” he said. “And secondly, the close relationship that exists between the government, the people of this region and the Prima flour business. This is the kind of example we'd like to emulate."

Mr Iswaran is in Sri Lanka for a three-day working trip.

To ease traffic, light rail services and passenger boats

Colombo and its suburbs are to have an integrated transport system linking up roads, rail and water transport routes.
The proposals for the US$ 11.4 billion project have been included in the Megapolis traffic plan intended to reduce heavy traffic congestion in the city and the suburbs. This has been approved by the Cabinet for immediate implementation.

A Light Railway Transit (LRT) system which runs on elevated tracks and surface tracks to cover the main public institutions in the city and the sububrs will be one of the highlights of the project. This LRT service will cover Kollupitiya, Bambalapitiya, Borella, Maradana, Battaramulla, Malabe and Kaduwela.

This will replace the proposed monorail system which was to be introduced to ease traffic. Under the new plan, railway electrification and modernisation of tracks have been proposed. According to the project, all roads which have six lanes will have one lane only for buses. An inland water transport systems is also to be introduced for passenger services.

Funds for the projects will come locally and from international organisations, including the World Bank, the Asian Development Bank and the Japan International Cooperation Agency (JICA). Some of the projects will be Public Private Partnerships or on a Build Operate and Transfer basis.

The plan has been prepared with the involvement of some 30 state organisations which conducted feasibility studies.
The first phase is expected to be completed by 2020. Two other stages too have been proposed.

Megapolis transport plan on fast track
High priority project includes electric trains, tramways, boat service

With the number of people entering Colombo daily expected to rise by about one million in the next four years amid nightmares of mega-scale traffic snarls, transport plans befitting a megapolis have already been drawn up, the Sunday Times learns.

Megapolis and Western Development Minister Champika Ranawaka, a Moratuwa University alumnus, told the Sunday Times that high priority had been given to the project in view of the increasing vehicular traffic in the city.

“If we do not implement this project as soon as possible there will be huge traffic congestion within the city and outside entry points. The loss to the economy will be very high. So we have to address this issue on an urgent basis,” he said.

Moratuwa University’s senior lecturer G.L. Dimantha de Silva, who is attached to the Transportation and Engineering Division of the Department of Civil Engineering, said they were studying the mega plan, for which the Ministry of Megapolis and Western Development and the Ministry of Transport had obtained cabinet approval.

The plan includes the introduction of electric trains and modernisation of tracks. A 22-km-long new railway line between Kottawa to Horana will be built for passenger service and a 30-km-long line from Kelaniya to Kosgama via Dompe will be built to carry cargo.

The existing line between Panadura and Veyangoda will be electrified. It will be later extended upto Polgahawela, covering a distance of 110 km. Also earmarked for modernisation or electrification are the 26-km-long Ragama-to-Negombo line with connection to the Colombo airport and the 60 km-long Kelani Valley line.

A Light Railway System (LRS) similar to a tramway system will be operated in the city and the suburbs, covering areas patronised by a large number of people.

LRS lines will operate from Fort to Maradana via Kollupitiya, Bambalapitiya and Borella – 15 Km; from Maradana to Mattakkuliya/Peliyagoda; from Dematagoda to Bamabalapitiya and Kirullapone via Borella (10 Km), from Borella to Battaramulla (10Km); from Battaramulla to Kottawa via Malabe (9Km); from Malabe to Kaduwela (6KM) and from Peliyagoda to Kadawatha (10Km).

An inland water transport system too will be introduced. It will cover areas between Battaramulla and Wellawatta; between Union Place and Fort on Beira lake and between Mattakkuliya and Hanwella on the Kelnai river.

The grand plan also envisages a school bus service to specified areas while a dedicated lane for buses will be introduced on roads with six lanes.

Megapolis and Western Province Development Ministry Secretary Nihal Rupasinghe said the project was drawn taking into consideration the increasing population and vehicular traffic.

He said the support of line ministries and institutions would be obtained to implement the project. “With the implementation of the project, we believe we can reduce the congestion and save fuel and time,” he said.

මීටර් 534 ක් දිග රාජගිරිය ගුවන් පාලමේ වැඩ සුභ මොහොතින් අද (06) ඇරඹුණා. මෙන්න! ව්‍යාපෘතිය පිළිබඳ වැඩිදුර තොරතුරු

අපි අද වැඩ ආරම්භ කළ මෙම ගුවන් පාලම මීටර් 534 ක දිගකින් යුක්ත වන අතර මෙහි මංතීරු 04 ක් ඉදිවෙනවා. ගුවන් පාලමේ පළමු අදියර ලබන වසර අවසාන වනවිට නිමා කරන්නත් දෙවන අදියර 2018 වසර අවසන් වනවිට නිමා කරන්නත් සැලසුම් කර තිබෙනවා.

මෙම මංසන්ධිය පසුකරමින් දිනකට සාමාන්‍යයෙන් වාහන ලක්ෂයකට වඩා ගමන් කරන බව ගණන් බලා තිබෙනවා. ප්‍රධාන මාර්ගය සහ අනිකුත් මං මාවත් වලින් මෙම වාහන ප්‍රමාණය එකතු වෙනවා. ඔබ දිනපතා අත්විඳින අධික වාහන තදබදයට හේතුව වන්නේ මෙම කාරණාවයි. අතුරු මාර්ග නොමැතිව බැලුවොත්, මෙම ප්‍රධාන මාර්ගයේ පමණක් දිනකට කොළඹ දෙසට පමණක් සාමාන්‍යයෙන් වාහන 30,000 ක් පමණ ගමන් කරන බව ගණන් බලා තිබෙනවා. මෙම වාහන 30,000 ක ප්‍රමාණයෙන් 17,000 ක් පමණ අතුරු මාර්ග වලින් හරවන්නේ නැතිව කෙලින්ම කොළඹ දෙසට ගමන් කරනවා. ඉතිරි වාහන 13,000 ක පමණ ප්‍රමාණය අතුරු මාර්ග වලින් හරනවා.

මෙම වාහන අතුරු මාර්ග වලින් හරවන විට ප්‍රධාන මාර්ගයේ ගමන් ගන්නා වාහන ප්‍රමාද වෙනවා. මේ නිසා, අපි බලාපොරොත්තු වන්නේ කෙලින්ම කොළඹ දෙසට ගමන් ගන්නා වාහනත්, කොළඹ දෙසින් කෙලින්ම බත්තරමුල්ල දෙසට පැමිණෙන වාහනත් මෙම ගුවන් පාලම ඔස්සේ යැවීමටයි. මේ තුළින් මෙම අධික වාහන තදබදයට විසඳුමක් ලැබෙන බව ප්‍රවාහන ක්ෂේත්‍රයේ විශේෂඥයින් පෙන්වාදී තිබෙනවා. මෙම අධික වාහන තදබදය නිසා මේ වනවිට දියත උයනේ සිට දේවි බාලිකා විදුහල දක්වා උදෑසනට වාහනයක් ගමන් කරන වේගය පැයකට කිලෝ මීටර් 2.5 ත් 3 ත් අතර වෙනවා. මීට වඩා වේගයෙන් පයින් යන්න පුළුවන්.

සවස් කාලයට මෙම ප්‍රදේශයේ මේ වනවිට වාහනයක් ගමන් කරන්න පුළුවන් වෙන්නෙ සාමාන්‍යයෙන් පැයකට කිලෝ මීටර් 09 ක පමණ වේගයකින් පමණයි.

මිනිසුන්ගේ කාලය, මුදල් නැති නාස්ති කරන මෙම මාර්ග තදබදයට වඩාත් පුළුල් විසඳුමක් ලබාදීමට අපි මහා නගර සංවර්ධන ව්‍යාපෘතිය මගින් ඉදිරියේදී පියවර ගන්නවා. අපි රාජගිරිය ගුවන් පාලම ඉදිරිපත් කරන්නේ මෙම ගැටලුවට අතුරු විසඳුමක් වශයෙන්.

මෙම පාලම ඉදිකළාට පසුව දියත උයනේ සිට දේවි බාලිකා පාසැල දක්වා කොටසේ වේගය පැයකට කිලෝ මීටර් 20 ක් දක්වා ඉහළ යනබව ගණන් බලා තිබෙනවා.

මෙම ව්‍යාපෘතිය හේතුවෙන් නෙළුම් පොකුණේ සිට බත්තරමුල්ල දක්වා යෑමට ගතවන කාලය 50% කින් පමණ අඩුවන බව මේ සම්බන්ධයෙන් කටයුතු කරන විශේෂඥයින් අපට දැනුම් දුන්නා.

මෙම ව්‍යාපෘතිය සඳහා අරමුදල් ලැබෙන්නේ ස්පාඤ්ඤ රජය මගින් ලබාදෙන සහන ණය මුදලක් මගිනුයි. මෙම ව්‍යාපෘතිය සඳහා රුපියල් බිලියන 05 කට ආසන්න ආයෝජනයක් සිදුකරනවා. මෙම ණය මුදලින් 70% ක් අපි ලබාගන්නේ 0.15% ක සහන පොලී අනුපාතයකටයි. එම ණය නැවත ගෙවීමට ශ්‍රී ලංකාවට වසර 40 ක් ලැබෙනවා. ඒවගේම, මේ සඳහා අවුරුදු 04 ක සහන කාලයක් හිමි වෙනවා.

මෙම ණය මුදලින් ඉතිරි 30% අපි ලබාගන්නේ 1.95% ක පොලී අනුපාතයකටයි. එම ණය මුදල ගෙවීමට වසර 03 ක සහන කාලයක් සමග වසර 13 ක කාලයක් හිමිවෙනවා.

කොළඹ ගංවතුර පාලනයට කෝටි 500ක්

කොළඹ ගංවතුර පාලනය කිරීම සඳහා රුපියල් කෝටි 500කට වඩා වැඩි මුදලක් වැය කොට අලුත් වැඩපිළිවෙළ රැසක් ක්‍රියාත්මක කිරීමට රජය සූදානම් වෙයි.

ඒ අනුව කොළඹ ගංවතුරින් යටවන ප්‍රදේශවලට අයත් කිලෝමීටර් 44ක් තරම් දිග ඇළ මාර්ග සියල්ල පිරිසිදු කොට ක්‍රමවත් කිරීම, වැසි ජලය මහ මුහුදට බැස යෑමට අලුතින්ම උමං මාර්ග තුනක් ඉදිකිරීම, කොළඹ තොටළඟ නාගලගම් වීදිය ප්‍රදේශයේ අලුතින්ම ජල පොම්පාගාරයක් ඉදිකිරීම සිදුකිරීමට සැලසුම් කොට ඇත.

ජනාධිපති මෛත්‍රිපාල සිරිසේන මහතාගේ ප්‍රධානත්වයෙන් රැස්වූ හදිසි ආපදා මැඩලීමේ ජාතික මෙහෙයුම් කමිටුවේදී පහත් බිම්වල සිදුකොට ඇති සියලු අනවසර ඉදිකිරීම් ඉවත්කිරීමට ගත් තීන්දුව ඉතා ඉක්මනින් ක්‍රියාත්මක කරන බවද සභාපතිවරයා අවධාරණය කළේය. මේ හා ස්මබන්ධ නීතිරීවල දැනට පවතින අඩුපාඩු ඉතා ඉක්මනින් සකස්කොට නීති රාමුව සකස් කරන්නැයි නීතිපති දෙපාර්තමේන්තුවට දැනුම් දී තිබේ. කොළඹ - මැකලම් පාර, නොරික් කැනල් දකුණ, දියත උයන, වැල්ලවත්ත දක්වා ඇළ මාර්ග ඔස්සේ නව බෝට්ටු සේවාවක් ඇරඹීමට හැකිවන සේ ඒවා සංවර්ධනය කරන බවද ඉද්දවෙල මහතා කීය.

වගුරු බිම් තෙත් බිම් අලංකාර ලෙස සංවර්ධනය කිරීම, ඇවිදින මංතීරු සකස් කිරීම යනාදිය ද වේ. වැඩසටහන් අතර වන බව කී සභාපතිවරයා මහ නගර හා බස්නාහිර සංවර්ධන අමාත්‍යංශය මේවා සිදුකිරීමට කැපවී සිටින බව ද කීය.
