    Lanka to offer Dubai-style offshore banking in Port City

    Sri Lanka will offer offshore banking facilities in the proposed Financial and Business District within the Colombo Port City, Prime Minister Ranil Wickremesinghe said yesterday.

    “Legislation will be introduced soon in Parliament to create a new jurisdiction within the 575 acre area to be reclaimed,” he told the Sunday Times. A legal expert is heading a team that is studying the Dubai model and will formulate draft legislation, he said.

    The move, if successful, will make the proposed F&B District in Sri Lanka a tax haven. In Dubai, a Financial Service Authority serves as a regulatory agency of a special economic zone. Offshore banking in Dubai is described as the fastest growing in the world. It has its own laws and courts.

    Premier Wickremesinghe said that ahead of these laws, to facilitate the exercise, a new Exchange Control Bill would also be introduced. The idea was to relax controls and ensure provisions considered obstacles to foreign investment were removed. He said the F&B District would offer a variety of services including management, investment, corporate banking and arbitration.

    Though highly critical of the Colombo Port City Project, both during presidential and parliamentary elections, the Government gave the goahead in January this year. This came after several studies including environmental impact assessments. The US$ 1.4 billion project envisages the reclamation of 575 acres (or 233 hectares) of the seas overlooking the Presidential Secretariat building in Colombo Fort.

    Joint Indo-Lanka venture to develop Trinco oil tanks

    Sri Lanka and India will together initially develop 30 of the World War II vintage fuel storage tanks in Trincomalee, the Cabinet of Ministers decided.

    Eight tanks, in terms of a Government decision, have been handed over to a joint venture formed by the Ceylon Petroleum Corporation (CPC) and the Lanka-Indian Oil Plc.

    Ministers have empowered Prime Minister Ranil Wickremesinghe to decide on a suitable mechanism for the development of the first 30 tanks. This is in consultation with Minister of Petroleum Resources Chandima Weerakkody, and Minister of Development Strategies and International Trade Malik Samarawickema.

    SL negotiating with Chinese Government to offset low rates on H’tota Port City loan

    The Sri Lankan Government has invited the Chinese Government to develop the next phase of the Hambantota Port in an effort to set off some of the loans obtained from China, Minister of Ports and Shipping Industry Arjuna Ranatunga said. “We have sent a proposal to them in this regard and the Chinese Government is to get back within two to three weeks,” Mr. Ranatunga told the Business Times. He said that Minister of Development Strategies and International Trade, Malik Samarawickrama is in discussion with the Chinese counterparts pertaining to this proposal which has spelt out reducing and offsetting the US$1.2 billion loan that was obtained from the Chinese for the initiation of the Hambantota Port project during the last regime.

    “The Chinese have requested us to give them the next phase of the Hambantota Port project. Minister Samarawickrama is discussing with the Exim Bank of China on reducing the interest rates of the earlier loan and related affairs.
    We’re awaiting their reply,” he added. This has come on the back of the Chinese Government showing interest in the next phase of Hambantota Port’s development. In recent media reports, Prime Minister Ranil Wickremesinghe has said that the government wants to finalise the Hambantota dockyard project with the China Harbour Engineering Company before September this year. China had requested for a 1000 acre land to set up an investment zone, Mr. Wickremesinghe has said.

    Meanwhile, a US company has expressed interest to set up a $2,500 million crude oil refinery at Hambantota Port in a 470 acre land. Officials said that a Chinese firm has also expressed interest in a similar project at the Hambantota Port. In March this year Mr. Samarawickrama and Minister of Law and Order Sagala Ratnayake went to China as a prelude to Mr. Wickremesinghe’s visit to China later that month. The two ministers had explored ways and means of mobilizing Exim Bank and China Development Bank investment for new projects, as well as strengthening cash flow and liability management of ongoing projects.

    Korean government funding for digitisation of SL’s land bank


    The proposed digitalisation of the land bank proposed by the Lands Ministry is to be funded by the Korean government, a top official said. ”There’s a proposal to digitise all lands and it’s a Korean government funded project,” a Ministry of Lands official told the Business Times. He said that a team from the Ministry will be visiting Korea with regard to this. The main reasons cited for this digitisation effort are to detect and prevent fraud and to improve data analytics while streamlining processes in the ministry, he added.

    The ministry official said that digitisation will help the registers against ageing, excessive handling, and damages by termites and even by natural disasters. “Removal of page and alterations of records have also been longstanding predicaments and protecting these registers from such abuses is also a critical requirements.” Currently there are 43 land registries across the country and it is estimated that over 20 million deeds have been stored in those registries, according to data by the ministry officials.

    Lawyers and Notaries are finding it difficult to find land related information due to the problem of reading registers and lack of space in land registries in general, they said adding that the low access of registers for investigating deeds at the Land Registry has caused major issues which has called for this digitisation process. It will also pave a way towards automation of Land Registries by computerising deed registration system and facilitating amalgamation of Title Registration and Deed Registration in the long term, the ministry officials said.

    Brexit fallout: Lanka moving fast to strike deals with Britain

    Sri Lanka, facing the fallout of Britain’s vote to leave the European Union, is set to negotiate a new trade agreement with Britain.

    Deputy Foreign Minister Harsha de Silva, who played a prominent role in the Government’s ultimately failed campaign to persuade Sri Lankans in Britain to vote to remain in the EU, told the Sunday Times Sri Lanka would now look to finalise a new trade agreement with Britain soon.

    Accordingly, a committee of experts would meet in the coming days to study the implications of Britain’s decision and what Sri Lanka could do to minimise the impact, he revealed.

    The main problem for Sri Lanka was that about 40% of the country’s exports to the EU went to Britain. The deputy minister said the Government was finalising the application for resumption of the GSP+ facility for about 100 Sri Lankan export items to the EU.

    Now, however, this facility would apply only to the rest of Europe and not Britain. “The loss will be significant,” Dr. de Silva said. Sri Lanka would move quickly to get this facility from Britain also, he said. “Britain will want to reach agreements with many other countries as well, so we’ll have to really focus on this now.”

    Public Enterprise Development Minister Kabir Hashim, meanwhile, claimed that the Government had sent ministers, deputies and others to Britain to campaign for the ‘Remain’ camp on a request by the British Government.

    Mr. Hashim said Sri Lanka respected the decision of British voters, but move quickly to renegotiate its trade deals with the non-EU partners

    Joint Opposition Leader Dinesh Gunawardena, however, said Government acted in haste in getting involved in the UK referendum because of the United National Parties links with Britain’s Conservative Party rather than any concern over trade links with Britain.

    He said such issues should be closely studied. “Rushing into the situation will not help Sri Lanka as this country itself is in economic crisis. We need to be careful and come to a consensus after properly studying these issues,” he added.

    Minister Harin Fernando who also went to Britain said they spoke to Sri Lankans there on the need to vote to remain in the EU but he stressed that he went to Britain to take part in a Telecommunication conference while Deputy Foreign Minister se Silva went their mainly for a GSP + related issue.

    LNG tender for Sampur to be called
    Chunnakam Wind Power Project tender to resume

    Sri Lanka is expected to go for an international bidding process for the accelerated construction of Liquefied Natural Gas (LNG) Power Plants in Sampur, Trincomalee, Tenders will be advertised as early as July 15, Secretary to the Ministry of Power and Renewable Energy Dr. B.M.S Batagoda, told the Sunday Observer.

    “President Maithripala Sirisena requested that we shelved plans for the 500 megawatt coal power plant and pursue all options for an LNG plant as fast and as early as possible,” Dr. Batagoda said. “Hence we will advertise for tenders for an international bidding process on July 15,” he said.

    The Indian government has agreed in principle to support the government’s efforts to pursue an LNG plant, however reliable sources said the Japanese were yet to give their feedback on the change.

    Energy expert Dr. Thilak Siyambalapitiya expressed his reservations regarding the announcement, saying the government should conduct an Initial Environment Assessment (IEA) before proceeding with a tender process, which he dubbed as a ‘non-starter’.

    So far the procurement committee has received 70 international bids for the two 10 megawatt wind power plants to be set up in Chunnakam. “When this project was discussed at the Cabinet Committee on Economic Management, members had expressed their concerns regarding the viability of the plant hence it had to be cancelled indefinitely,” he explained.

    The looming power crisis was also discussed at a meeting the President chaired last week, during which it was also decided that a floating solar power system also referred to as Marine Solar Tech will be developed at the Mahaweli reservoir. “This is an attempt to increase our renewable energy output so that we may avert a power crisis.”

    “These are ambitious plans, but we must first see how much of solar power we can construct on land before we take over the waters,” Dr. Siyambalapitiya said.

    Sri Lanka to market Megapolis projects in India and China

    Sri Lanka will market around 44 billion US dollars of government and private investment projects planned under a 'Megalpolis' to investors in India and China, Minister Patali Ranawaka said.

    Under a plan to make Sri Lanka a 'megapolis' of 9 million people 140 projects have been identified which will be completed over the next 15 years.

    He said Japan and Korea was also key targets for investments.

    Tough global conditions as well local domestic financial constrains were challenges to bringing investors, he said.

    Ranawaka said investors from Germany had visited Sri Lanka following a meeting in Germany, and there was also meeting in Korea, Minister Ranawaka told Colombo-based Foreign Correspondents Association.

    The government itself will build some infrastructure and public private partnerships were sought, he said.

    In addition to investors, foreign government financing was also sought for some projects.

    He said delegations from Japan had also visited Sri Lanka.

    Sri Lanka to make GSP Plus application today

    Sri Lanka is to formally apply to regain the European Union's Generalized System of Preferences (GSP) Plus trade deal this evening, Deputy Minister of Foreign Affairs Harsha de Silva said.

    The application will be made by the island’s envoy in Brussels, he told a news conference.

    A decision by the EU is expected in about six months, de Silva said.

    Sri Lanka will also have to negotiate a separate trade deal with the United Kingdom, which accounts for 35% of the island’s export, now that it is to leave the European Union, de Silva said.
