    New Airport Terminal for BIA

    Work on a new Airport Terminal that is capable of handling 20 million people will be begun at the Bandaranaike International Airport (BIA) next year, Deputy Transport Minster Asoka Abeysinghe said yesterday.

    He said the new terminal would be built with a grant of US$ 800 million from the Japan International Cooperation Agency (JICA). It is planned to complete the terminal within two years.

    “The terminal we have now can handle only about 6.5 million people but 8.5 million people use it. Therefore, we will build the new terminal to handle 20 million people in the future,” he said.

    He said the BIA had only eight aerobridges and, with the addition of the new terminal to accommodate more passengers, the number of aerobridges would be increased to 24.

    He said the main runway of the BIA would be closed for renovation in January next year.

    The Minister said that they had decided to renovate the runway in January as it was the month with the least number of flight arrivals.

    “These flights will be diverted to the Mattala Rajapaksa International Airport (MRIA). The BIA will be closed for more than a month for the renovations. The runway is 3,300 meters long and a stretch of only 100 meters could be renovated with a new carpet layer per day as it takes eight hours to cool,” he said.

    He said the runway had not been renovated for more than 15 years and that about $80million had been estimated for the renovation. (Chaturanga Pradeep and Indika Sri Aravinda)

    July 21, 2016 (LBO) – Malaysia’s Deputy Premier Ahmed Zahid Hamidi is to visit Sri Lanka today to initiate the ground breaking ceremony of Hyrax Oil Sdn Bhd Lubricants’ proposed lubricant blending plant which will be setup in Muthurajawela.

    Hyrax Oil will invest 30 million US dollars to establish a four-million-litres-per-month lubricant blending plant in Sri Lanka.

    A build, operate and transfer (BOT) agreement, a supply agreement and a land lease agreement were signed recently between Hyrax Oil and Ceylon Petroleum Corporation.

    Hyrax Oil will construct the plant and subsequently manufacture the lubricant products for CPC for a term of 20 years.

    Incorporated in 1991, Hyrax Oil has been in the market for 25 years and 70 percent of its revenue comes from the export market.

    During Deputy Premier’s stay, he is scheduled to call on President, Prime Minister, Foreign Minister and Foreign Employment Minister and have discussions on areas of mutual interest.

    The visit is also envisaged to expand and increase cooperation in the spheres of political, economic, trade, defense and tourism sectors between the two countries.

    India to build USD 1.8 mn auditorium at Sri Lankan varsity

    Colombo, Jul 21 (PTI) India today said it will build a 1500-seat auditorium at a cost of USD 1.8 million at a university in southern Sri Lanka as part of its development partnership with the country in the field of higher education.

    The government of India is undertaking a project to set up the Rabindranath Tagore Memorial Auditorium in the University of Ruhuna in the southern town of Matara at a cost of Sri Lanka rupees 265 million (USD 1.81million), a statement from the Indian High Commission said.

    Spanning an area of about 3000 square metres, the auditorium will have a 1,500 seating capacity, besides well equipped theatre facilities.

    Indian High Commissioner to Sri Lanka Y K Sinha laid the foundation stone for the auditorium.

    The auditorium will reflect the close cultural links that bind India and Sri Lanka as well as cater to the needs of the students of the university and the people of the Southern Province, the statement said.

    It can also be a venue for hosting international conventions, conferences and symposiums as well as training programmes, it said.

    The construction work is expected to be completed in September next year.

    Following a process of competitive bidding, a contract to construct the building complex was signed on March 17 this year.

    China's Dongming Petrochemical plans refinery in Sri Lanka: report

    ECONOMYNEXT - China's ShanDong Dongming Petrochemical Group is planning a refinery near Sri Lanka's Hambantota port in the Southern tip of the island, a media report said.

    Sri Lanka's The Sunday Times newspaper said the refinery was one of the deals worked on following a visit by International Trade Minister Malik Samarawickrema to Beijing earlier in July.

    Dongming Petrochemical has subsidiaries in Singapore and Hong Kong.

    Refineries have been proposed for Hambantota in the past, but they have fallen through as they sought to make the real profits by selling high priced power to state-run Ceylon Electricity Board with a plant set up with the refinery.

    Sri Lanka now imports more than half the requirement of refined products from abroad. The country's only refinery is also inefficient and operates due to tax difference between imported refined products and domestically made fuel.

    The CEB's finances have already been hit by purchasing liquid fuel fired power.

    The report also said a liquefied natural gas fire 500Mega Watt power plant which could be expanded to 1000MW was also planned for Hambantota by China Machinery and Engineering Corporation.

    Hambantota port which was built with a Chinese loan is also expecting investment from China Merchant Holdings.

    Japan’s largest bank to fund $ 1 b road projects

    Japan’s largest bank Tokyo-Mitsubishi UFJ will fund a $ 1 billion project to build the third phase of the central expressway and an elevated road connecting the Kelaniya Bridge to Rajagiriya.

    Cabinet approval was given on Wednesday for the Government to borrow $ 1 billion at concessionary rates from the bank on a Cabinet paper submitted by Prime Minister Ranil Wickremesinghe in his capacity as the Minister of National Policies and Economic Affairs.

    The loan, which has a repayment period of 15 years with a six-year grace period, will be used to construct the central expressway and an elevated road from Kelani Bridge to Rajagiriya, which have been identified as a priority project by the Government.

    The Cabinet Committee on Economic Management, at its meeting on 17 May, approved the construction of the third phase of the central expressway from Pothuhera to Galagedera and the elevated road and the decision was subsequently ratified by Cabinet on 24 May. The project will now be given funds under the latest Cabinet decision.

    However, the Government will conduct further negotiations with the bank on terms and conditions of the proposed credit facility, the Cabinet paper seen by Daily FT said.

    Cabinet also approved a separate proposal by the Prime Minister to obtain a technical assistance loan from the Asian Development Bank (ADB) to prepare feasibility studies and other documents for transport projects proposed by the Government.

    The loan will be used to conduct feasibility studies, detailed designs and procurement document preparation and implementation of a range of transport projects. The proposal made by Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to hold discussions with the ADB to obtain a technical assistance loan of $ 24.42 million for the above project, was also approved by the Cabinet of Ministers.     Anuradhapura North to get water pipelines in Rs32 bln project

    July 22, 2016 (LBO) – Sri Lanka’s cabinet has approved a water supply project for Anuradhapura North with a 32.1 billion rupee loan from the Japan International Cooperation Agency (JICA).

    “More Chronic Kidney Patients are reported than other districts in the island, as 85 percent of people living in rural areas of the district obtain drinking water from unhealthy sources,” a cabinet statement said.

    “Such patients as well as their dependents are highly affected. Hence it has become crucial to provide healthy drinking water through pipelines.”

    The Wahalkada Water Supply Project will benefit people living in Padawiya, Kebithigollewa, Horovpothana and Kahatagasdigiliya in the northern part of Anuradhapura.

    Under the proposal made by Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, Sri Lanka will obtain a concessionary loan of 23,137 million Yen (32,169 million rupees) from JICA for the above project.

    The statement said The Asian Development Bank had agreed to provide an additional loan of 60 million dollars for the above project.

    “These funds are expected to be utilized in projects related to provide safe drinking water as a solution to the Chronic Kidney Disease, improvement of divisional infrastructure and preliminary services, expedition of restructuring process of local government authorities and improving capacity of the same which are the priority tasks of the government.”

    China's IZP may get Sri Lanka's Mattala Airport for Silk Road Station

    ECONOMYNEXT - IZP, a Chinese information technology company that builds financial infrastructure to popularize Renminbi on 'Silk Road Stations' along China's One Belt One Road initiative is on track to get Sri Lanka's second international airport, a media report said.

    Sri Lanka called for offers from investors to run and operate the airport with bids closing on August 12.

    Sri Lanka's Sunday Times newspaper said "arrangement are being worked out" with China's IZP group to operate Mattala Airport following a visit by international trade minister Malik Samarawickrama to Beijing earlier this month.

    Mattala Rajapaksa International Airport has hit finances of Sri Lanka state-run airport agency as it has no revenue to service a loan of more than 200 million dollars loan taken from China. The airport was also designed and built by China.

    China's IZP group offers a payment system to allow direct settlement between Renminbi and local currency and a Visa-like payment card that also promises lower fees.

    At the moment international transaction with China requires local currency to be converted to dollars and then converted back to Renminbi (or vice versa) for international transactions.

    IZP is supposed to roll out Renminbi financial architecture and popularize online retail along China's One Belt One Road initiative which seeks to mimic an ancient Silk Route from Europe to China, at strategic 'Silk Road Stations' along the way. In September IZP chief Luo Feng met then Sri Lanka Central Bank Governor Arjuna Mahendran,

    IZP is also setting up a 'big data' platform with data mining capabilities claiming to offer up to date information.

    Sri Lanka has been selected as 'Silk Road Station' between China and the Middle East on the sea route (21st century Maritime Silk Route) of the One Road One Belt initiative. On the Belt side (Silk Route Economic Belt), Kirgyztan is expected to play the same role.

    In 2014, IZT expressed interest in buying troubled Parma Airport in Italy for much the same reasons.

    IZT also has a port 'port alliance platform' with China Merchant International, which owns a terminal in Sri Lanka's Colombo port.

    China Merchant International is also expected to get heavily involved in the running of Hambantota airport close to Mattala, which also a severe financial drain on Sri Lanka's state-port agency.

    China will also get its own export processing zone in Hambantota, a key bulwark of a 'Silk Road Station'. COSCO, another Chinese group is expected to build a shipyard there.

    Sri Lanka is also offering a Colombo International Financial Centre for the Chinese at a reclaimed China City near Colombo's main port, with its own laws.

    IZT has also signed a deal with Kirgizstan for Astana International Financial Centre, which 'state within a state' with a Singapore style legal framework. (Colombo/July18/2016 - Corrected IZP)

    French giant Total S.A eyeing oil off East Coast

    French oil and gas company Total S.A will be the first French investor to explore gas and oil blocks in Sri Lanka if the ongoing geological, technical surveys on two ultra-deep water blocks off the east coast of Sri Lanka become successful.

    French Ambassador to Sri Lanka Jean-Marine Schuh said Total S.A inked a joint study agreement with the Sri Lankan government to explore for offshore oil and gas in Sri Lanka in February, 2016.

    Schuh said the size of the two blocks is equivalent to the size of Sri Lanka.

    The objective of joint study is to explore marginal areas with limited data for hydrocarbon prospectively by conducting geological, geophysical and technical surveys, analyzing and interpreting the acquired data, and ultimately assessing the presence of commercially viable oil and gas.

    Speaking at the 12th Annual General Meeting of the Sri Lanka-France Business Council, the Ambassador said the French investors are eyeing potential investment opportunities inurban development and smart cities.

    “We hope French companies will be very much able to contribute to the megalopolis and western region development plan in Sri Lanka,.” the Ambassador said.

    In 2015, Sri Lanka exported goods worth of US$ 191 million to France while there were imports worth of US $ 116 Million from France to Sri Lanka. Accordingly, in 2015, trade balance between the two countries stands at a sum of US $ 75 million, in favour of Sri Lanka.

    Sri Lanka’s main exports to France are apparel and clothing, rubber articles, tea and spices.

    France is sixth largest economy in the world in terms of GDP and is one of the most technologically advanced countries in the world.
