Huge tender for oil pipelines next week

The Government will next week award a tender valued at more than Rs. 8.7 billion for the construction of four pipelines to carry oil from the Colombo harbour’s Dolphin Pier to Kolonnawa. Bidders from India, Malaysia, China and the United States have been shortlisted to construct the pipelines, each six-and-a-half kilometres long, to replace the 69-year-old oil pipelines in use, Ceylon Petroleum Corporation (CPC) Chairman T.C. Jayasinghe said.

The Cabinet has given approval for the project and the tender will be awarded to the lowest bidder by the tender board on Friday, he said. Two pipelines are for jet and crude oil while the others are for refined petrol and diesel. “The existing pipelines are old and their capacity is less; hence, the transportation of oil takes long resulting in the CPC having to pay demurrage at times. There are also leaks in some places leading to wastage,” he explained.

The pipelines would run underground so there would be no logistical issues such as having to relocate people. The project was likely to be completed in one-and-a-half years, he said. Mr. Jayasinghe said the company which won the tender would have to undertake the US$ 60 million (Rs 8.7 billion) project using its own funds which the government would pay back in 12 years after a three-year grace period.

Consolidated plan to ease Colombo traffic

New bridge over existing Kelani Bridge:

Road connecting Katunayake Expressway, Marine Drive and Battaramulla:

With the construction of the Port City to begin shortly, a consolidated plan is being drawn to avoid traffic congestion to and from Colombo’s central business area.

Plans are afoot for a bridge over the new Kelani Bridge, along with the elevated Port Access Road. According to the Supplementary Environment (SEIA) Report of the Port City, this project will be funded via a Special Economic Partnership Loan from the Government of Japan/JICA. Feasibility studies for the new bridge were completed in August 2013 and the Loan Agreement with JICA was signed on March 28, 2014. Urban Development Authority sources told the Sunday Observer that the road, which begins from the Katunayake Expressway and runs over the Kelani river, will pass the Colombo Port and connect with the Marine Drive, while another branch will connect Battaramulla.

However, the SEIA report states that funding is still pending for the elevated Port Access Road, which is 5.2 km in length with four lanes. The report also states that the CMC has agreed to proceed with connecting Baladaksha Mawatha to Galle Road, even though the project is yet to receive funding from the Government.

The implementation of these infrastructure development initiatives are necessary to achieve the government’s stated vision of Colombo emerging as a regional financial, commercial and port hub the report stated.

Although this is a priority in the Port City Project proponent, the Ministry of Megapolis and Western Development, policy action at this level is beyond the control of the Project Company, the SEIA said.

Young Sri Lankans shun taking skilled and non-skilled jobs with a monthly pay of around Rs. 30,000-35,000 in factories struggling to fill vacancies, but appear to prefer to work as trishow drivers instead.

The jobs offered by Board of Investment (BOI) companies with several opportunities for further training and personal growth and a steady income are ignored by the youth as well as the politicians.

Chairman, Board of Investment, Upul Jayasuriya’s call to recommend youth for 25,000 jobs at BOI companies, from the 225 legislators has not met with the desired response.

“I have written to each and every MP personally requesting them to nominate suitable young people from their electorates for these jobs several months ago. But none has responded so far,” Jayasuriya told the media last week.

There are 12 trade zones under the BOI at present. About 15% of the BOI companies - that is 300 – are within these trade zones while the rest of the companies are in outside the trade zones.

The vacancies at BOI companies have been published through the media and spoken about in many a forum. “Yet the response is insignificant,” he said.

“This is a serious issue. We need all types of labour, from skilled to semi-skilled in 15 different job categories. “Our youth are not geared to take up jobs as technicians, welders, machine operators and construction workers.

They want convenient ways such as hiring three-wheelers or finding government jobs even if it is not a productive way to contribute to the economy,” he said. Statistics show that a million three wheelers are on the roads at present.

A senior economic analyst said the youth mindset should be changed and youth should be trained from their school-level education to get into the labour force.

“We need to impart skills training and teach them how to work and earn in a factory atmosphere.

If our youth are to find foreign employment they should have some basic training. Three-wheelers are not the ultimate profession for them,” he said.

“If you take mega projects such as Megapolis which hopes to create several lakhs of jobs, how are we going to find people?,” he queried.

According to the Statistics Department, the number of unemployed people is estimated at 349,686 during the first quarter of this year. The unemployment rate for the first quarter this year was 4.2 percent.

The overall unemployment rate for females was 6.1 percent and for males 3.1 percent.

The youth unemployment rate (15–24 years) in the first quarter this year was 21.5 percent - the highest unemployment rate among all age groups. Unemployment rates for males and females are 19.0 and 25.9.

China’s No. 2 bank here soon: Will Be It's South Asia's HQ

The Bank of China, the fifth largest bank in the world by market capitalization, and the second largest overall lender in China, will be established in Colombo to operate as its South Asian Headquarters.


The Bank of China is also the most globally-active of all China's banks and is China's most internationalized and diversified bank.
It serves customers across the Chinese mainland as well as in 41 countries and regions and has hitherto not had any branch in South Asia. A Colombo Chinese Embassy official said a delegation had come from China to finalize plans to shortly ...establish the Bank of China in Colombo. It will however, transfer to the Port City when the project is completed.


The Chinese Embassy official told Ceylon Today that the Bank of China will be fully commissioned to provide banking solutions for the many Chinese projects which are in the pipeline.


Established in February 1912, the Bank of China was converted into a wholly State-owned commercial bank in 1994.
The bank's website states that with new historic opportunities, the Bank will make further contributions to achieving the China Dream and the rejuvenation of the Chinese nation.


The Bank was listed on the Hong Kong Stock Exchange and the Shanghai Stock Exchange in June and July 2006 respectively, becoming the first Chinese commercial bank to launch an A-Share and H-Share initial public offering and achieve a dual listing in both markets. In 2014, the Bank of China was designated a Global Systemically Important Bank, becoming the sole financial institution from emerging economies to be designated as a Global Systemically Important Bank for four consecutive years.
When the government was accelerating the implementation of ongoing Chinese projects, China responded positively to Sri Lanka's development plans recently and both sides recognized that China's 'Going Abroad' strategy and Sri Lanka's very favorable location on the Maritime Silk Road provided a strong basis for strengthening Sino-Lanka economic relations.


The mega Port City Project, the Hambantota Port, the Mattala Airport Project, the Hambantota Industrial Zone, Polonnaruwa Water Purification Project besides several hotel projects such as Shangri-La Hotel Colombo, to name a few, have been awarded to China.


There will be more Chinese investors in Sri Lanka and this bank will provide banking solutions for all Chinese ventures in Sri Lanka, the Chinese Embassy official said.


He said there are Sri Lankans who are doing business in China and the Bank of China in Colombo will enhance financial services for them at the Colombo end.


With the revival of the Mattala Airport, the Hambantota Port and the Hambantota Industrial Zone, there will be more Chinese workers and tourists here and this bank will be a boon to travellers too, he added.
He said the Mattala Airport would attract more airlines and felt confident China would be able to honour all her commitments to Sri Lanka.

Situated in Rajagiriya, the operations room is the nerve center of the emergency ambulance service. Deputy Foreign Minister Dr. Harsha De Silva was also in attendence.

GSP+ possibly in Q1 2017

The government is confident of regaining trade concessions from the European Union (EU) in the first quarter of next year. Deputy Foreign Affairs Minister Dr. Harsha De Silva said on Tuesday at the Sri Lanka Economic Summit’s International Trade Development and Logistics forum that the government was given this assurance during meetings with top EU officials recently. It was stated that following a submission of the application to the EU Parliament by the end of this year the trade concessions could be revived during the first quarter of 2017. In this context, he believed that Sri Lanka had “repaired” its relationship with Europe adding that in connecting with global trade the country needs to be more open and create space for entrepot trade and plug into global trade.

Sri Lanka submitted its application to the EU to regain its lost trade concessions under the Generalized System of Preferences (GSP) + mid this year. A visiting EU delegation in January this year highlighted that it would take a period of at least 10 months to regain GSP +. These trade concessions have been linked to the country’s compliance with human rights and labour rights conventions. European Commission Deputy Head of GSP Plus Section and DG Trade Nikos Zaimis in January this year stated it could take up to a maximum of 10 months to process the entire application and get a nod of approval.

Work on India funded Cultural Centre in Jaffna starts

On the request of the Government of Sri Lanka, the Government of India has provided a generous grant of Rs. 1.7 Billion to construct a Cultural Centre in Jaffna District. Under the guidance and direction of President Maithripala Sirisena,the Cultural Centre will be located on a plot of land adjacent to the Jaffna Public Library adjoining the water body, the Pullukkulam. This location also will be transformed into an integrated Cultural space that can accommodate open air performances with the help of a floating stage. The Ministry of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs is the executing agency of this project.

The purpose of the Cultural Centre is to provide suitable social infrastructure for the people of the Northern Province and especially for the people of Jaffna, to help them to reconnect with their Cultural roots as well as the rest of the country and to rejuvenate and nurture the ancient Cultural Heritage of Jaffna said Ministry of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs Secretary V. Sivagnanasothy. This Centre will enable the people of Jaffna to enjoy various local and international Cultural Products.

The Centre will have theater style auditorium with projection facilities with a capacity of up to 600 people, multimedia Library with online research facilities, exhibition and gallery space, museum, Institutional Wings with facilities to conduct classes in Vocal, Instrumental Music, Dance, Languages including a Language Lab and a Conference hall cum Seminar room.

The Centre will deliver training instructions and education of variety of Cultural disciplines. It will be develop as an iconic building that will form into a hub of social cultural activities and cooperation and co-existence among the various communities.

The selected contractor P & C Projects has commenced work on 03rd August according to V. Sivagnanasothy.

SL Government clears obstacles to Wi-Fi project
Google’s link up with the Sri Lankan government to deliver broadband Internet countrywide which was halted due to a spectrum issue will soon resume, Minister of Telecommunication and Digital Infrastructure Harin Fernando told a media conference in Colombo on Monday.

The media briefing was held on the sidelines of the country’s first national broadband forum co-hosted by the Ministry and the Telecommunication Regulatory Commission (TRC).

The minister noted that the TRC has found it difficult to provide 700 MHz band for Google’s Loon as it is currently occupied by broadcasters. But the digitalization of televising in Sri Lanka will clear this obstacle, he said.
The pilot venture of Google Project Loon, which aims to provide cheap or free Wi-Fi to people in remote rural areas via a fleet of huge helium-filled balloons floating way up in the stratosphere will be re-launched with arrival of balloons from Brazil before the end of this year, the minister disclosed.

He said that Sri Lankan citizens will have free Wi-Fi Iinternet access at 150 more selected public locations island-wide within the next two months increasing the total number of Wi-Fi locations to 400, as the two telecom providers Dialog and SLT will enter into an agreement to share the network by next week.

නමුත් කෝකිලායි සම්බෝධි විහාරස්‌ථානය පවත්වාගෙන යන ඉඩම මුලතිව් ප්‍රාදේශීය ලේකම්වරයා විසින් තමන් වහන්සේට බලපත්‍රයක්‌ මගින් ලබාදී ඇති බව පැවසූ ගුණරතන හිමියෝ ඉඩමේ අයිතිය සම්බන්ධයෙන් එක්‌ පුද්ගලයකු මුලතිව් අධිකරණයේ නඩුවක්‌ ගොනුකොට ස්‌වල්ප කාලයකින් එම නඩුව ඉල්ලා අස්‌කරගත් බවද කියා සිටියේය.

තමන් වහන්සේ 2009 වර්ෂයේදී මුලතිවු කෝකිලායි පළාතට මුලින්ම වැඩම කළේ කෝකිලායි සිංහල පාසලේ දරුවන්ට අධ්‍යාපනය ලබාදීමට බවත් ඒ අතරතුර පළාතේ ආරක්‍ෂක අංශවල මෙන්ම කෝකිලායි ධීවර ගම්මානයේ වැසියන්ගේ ආගමික වතාවත් ඉටුකළ බවත් සඳහන් කරන ඒ හිමියෝ විහාරස්‌ථානය ඉදිකිරීමෙන් පසු එහි පෙරපාසලක්‌, වෘත්තීය පුහුණු මධ්‍යස්‌ථානයක්‌ ආරම්භ කරගෙන පළාතේ සිංහල දෙමළ දරුවන්ට අධ්‍යාපනය ලබාදෙන අතරතුර ජාතීන් දෙක අතර සහජීවනය හා එකමුතුකමද භාෂා ඥානයද දියුණු කරවීමට කටයුතු කරගෙන යන බවද පැවසූහ.

පළාතේ දෙමළ ජනතාවගේ ප්‍රශ්න වලදී ඔවුන් වෙනුවෙන් පෙනී සිටීමත් ඔවුන්ට සාධාරණයක්‌ ඉටුකොට දීමට උත්සාහ කිරීමත් දෙමළ දරුවන්ට විහාරස්‌ථානය හරහා ආධාර සපයා දීමත් නිසා දෙමළ සන්ධානයේ දේශපාලනඥයන් එම ස්‌ථානය කෙරෙහි වෛරයෙන් එය ඉවත් කිරීමට කටයුතු කරගෙන යන බවද පවසති.

විහාරාධිපති හිමියන්ට තර්ජනය කළ බව කියන උතුරු පළාත් සභාවේ දෙමළ ජාතික සන්ධානයේ මන්ත්‍රී තුරෙයිරාසා රවිහරන්ගෙන් මේ ගැන විමසීමේදී ඔහු කියා සිටියේ තමන් විහාරාධිපති හිමියන්ට තර්ජනය නොකළ බවයි.

කීප විටක්‌ම තමන් එහි ගියත් විහාරස්‌ථානයේ හාමුදුරුවන් නොසිටි බව කී මන්ත්‍රීවරයා විහාරස්‌ථානය ඉදිකොට ඇත්තේ පෞද්ගලික ඉඩමක නිසා එය ඉවත් කළ යුතුය යන මතයේ තමන් තවමත් සිටින බවද පැවසීය.

මුලතිව් කෝකිලායි පළාතේ ධීවර ජනතාවගෙන් බහුතරය ක්‍රිස්‌තියානි භක්‌තිකයන් බැවින් කෝකිලායි පළාතට බෞද්ධ විහාරස්‌ථානයක්‌ අවශ්‍ය නැතැයිද රවිහරන් මන්ත්‍රීවරයා වැඩිදුරටත් කියා සිටියේය.
