I have an idea to post thread series for youtube reupload. Reupload any video without wasting data or money. Even your connection is limited to 64kbps; you can reupload gigabytes of data within 10 minutes.
If things went according to the plan, you don't need to pay a cent for at least 10 to 12 months. Only initial setup is the problem, once you setup, it is a matter of minutes to reupload.
Sunday is my free day. I have less time to write that initial steps. Will see

Upload method isn't the problem. My uploading method is same as you download some content to your PC & reupload to your youtube channel. It is not illegal & not against YT TOS.
The problem is what you gonna upload. You will be fine as long as you upload Creative Commons videos. Don't upload copyright videos. when you banned for uploading copyright content or some shady videos, don't blame others for that
