Toyota exhaust gas regulations sticker meaning

Could some one (preferably a vehicle importer ) explain the meaning this sticker and the number of stars on it ? I always thought this logo meant that it was used in Japan and imported to another country as "reconditioned" vehicle .

But I have seen people selling vehicles with that sticker categorized as "Brand new" . So forgive my ignorance and clarify this for me . Eg: a picture taken from Creed1's FB page (apologies if I misused your picture without permission)

Hopefully Creed ayya can explain what this sticker really means , because I have two brand new Toyota vehicles at home bought from Toyota Lanka and they dont have that sticker.

    It's there to say how much emissions had been reduced. 4 stars sticker says emissions cut by 75%. similarly 3 star sticker says emissions cut by 50%. Cars came after 2005 usually has the 4 star sticker.

    Thanks man , so the sticker doesn't necessary mean the vehicle is used or reconditioned ? Even the brand new vehicles get this sticker now ? If so why vehicles sold by Toyota Lanka doesn't have this sticker ?

    By the way when you say "4 stars sticker says emissions cut by 75%" , that 75 percentage is compared to what ?

    There's a set standard by the Japanese ministry of land and transport to cut emissions from a certain number relevant to the set value and 4 stars/3 stars vehicles comply accordingly. Sticker also says that the vehicle is a low fuel consumption vehicle that's why it's not there in bigger engined cars/SUVs.

    This is a sticker issued inside Japan for cars driven there. So brand new exported vehicles don't get this as they are not supposed to be registered/driven inside Japan. Reconditioned/used cars will have the sticker.

    Some cars that are used slightly in Japan and then shipped to SL with near brand new condition might have the stickers.
