CEA to construct 4 sanitary landfills

The Central Environmental Authority (CEA) is hoping to construct four large-scale sanitary landfills across the country as a measure to resolve the solid waste issue.

CEA Deputy Director General (Waste Management) Eng. J. M. U. Indraratne said the project would be initiated with funds from the Korean Government obtained as a concessionary loan.

The four sanitary landfills are to be constructed at Keerimale in Jaffna, Keerakkulama in Anuradhapura, Meegaswewa in Polonnaruwa and Monrovia Estate in Galle with the CEA having already carried out the preliminary studies and the Environmental Impact Assessment Report (EIAR) prepared for the four sanitary landfills.

Mr. Indraratne said the cost of constructing the four landfills had not been calculated as yet but the CEA hoped to award the contract before March next year. (Thilanka Kanakarathna)

මාදුරුඔය දකුණු ඉවුර සංවර්ධනය කෙරේ

2018 වසරේ මාදුරුඔය දකුණු ඉවුර ප්‍රදේශය සංවර්ධනය කිරීමට රජය තීරණයකට එළඹී ඇති බව ශ්‍රී ලංකා මහවැලි අධිකාරිය පවසයි.

මාදුරුඔය දකුණු ඉවුර ඇල මුලින් සැළසුම් කරන ලද්දේ දැනට වගාකෙරෙන හෙක්. 1,800 කට හා නව ගොවිබිම් හෙක්. 1,400- කට වාරි ජලය ලබාදීමට වුවත් කාලයත් සමඟ වාරි පහසුකම් සහිත කෘෂිකාර්මික කටයුතු සඳහා උපයෝගී කර ගත හැකි බිම් ප්‍රමාණය දළ හා ශුද්ධ ප්‍රදේශය වශයෙන් පිළිවෙළින් හෙක්. 12,000 ක් හා 10,000 ක් පමණ වෙයි.

එමෙන්ම හෙක්. 10,000 ක ශුද්ධ වාරිකරණ ප්‍රදේශයෙන් 70% ක් උක් වගාව සඳහා වෙන්කෙරෙන අතර ඉතිරි 30% වී හා වෙනත් ක්ෂේත්‍ර භෝග වගාව සඳහා භාවිතා කෙරෙනු ඇත.

ඒ අනුව ගොවිපවුල් 9,000 ක් හා ගොවිනොවන පවුල් 2,800 ක් පමණ පදිංචි කිරීම සඳහා වාරි පහසුකම් සහිත ගොවිබිම් සකස් කිරීම හා සමාජයීය යටිතල පහසුකම් වැඩිදියුණු කිරීම මෙම ව්‍යාපෘතියේ මූලික අරමුණ වෙයි.

ඊට අමතරව වාරි පහසුකම් සහිත කෘෂිකර්මාන්තය හා ඒකාබද්ධ තිරසාර ග්‍රාමීය සමාජයක් ස්ථාපනය කිරීමත් ග්‍රාමීය ප්‍රජාවගේ ජීවන තත්ත්වය නඟාසිටුවීමත් හා ඒ තුළින් සමස්ත රටේම ආර්ථික සමෘද්ධිය සඳහා දායක වීමත් මෙම ව්‍යාපෘතියෙන් අපේක්ෂා කෙරේ.

මෙම ව්‍යාපෘතිය සඳහා යොදවනු ලබන මුලු ආයෝජනය ඇමෙරිකන් ඩොලර් 475,000,000කි.

The Information and Communication Technology Agency of Sri Lanka (ICTA) stated that some 600 locations has been connected under the initial phase of free public Wi-Fi initiative with more than 245,000 registered members using the system.

This is a learning curve for us, ICTA, Director- Special Projects Kanchana Thudugala said adding that , “ICTA in association with the Finance Ministry, the Education Ministry and other relevant stakeholders will go for the second phase of the free public Wi-fi project ,where we will have much more bandwidth.”

Currently, the project has been conceptualized and ICTA is currently going through the procurement process in this regard.The second phase of the project is to be launched in the near future.

Japan to fund Rs 187.5 B LRTS Ambassador

Japan will fund the light rail transit system (LRTS) from Colombo Fort to Malabe, Japan's Ambassador to Sri Lanka Kenichi Suganuma told reporters in Colombo on 28 December.

He termed this the phase one of the project, which is expected to ease traffic congestion in the City.

Suganuma further said that the Government wanted the construction work to finish before the election. The Parliamentary Elections are due in 2020, while the Presidential Elections under the 19th Amendment to the Constitution is also due in 2020, if not, in 2021. President Maithripala Sirisena was elected to power in January 2015 prior to the passing of the 19th Amendment, which restricts the Presidential term of office from the previous six years to five. It also restricted a President's terms in office to two.

The Central Bank of Sri Lanka in a recent report said that the total estimated cost of the project is Rs 187.5 billion, whilst also saying that the construction work is expected to be completed by 2021. The CBSL further said that by end June 2017, the Japan International Cooperation Agency (JICA) had finished the topographic and geological surveys, while the environmental impact assessment survey was in progress.

- බේරේ වැව ජල තීරය ආශ්‍රිත ප්‍රදේශ මහජනතාවට විවෘත කිරීම සඳහා ක්‍රියාකාරී සැලැස්මක් නාගරික සංවර්ධන අධිකාරිය විසින් සකස් කරනු ලැබ ඇති අතර, ඒ යටතේ බේරේ වැව හා ඩී.ආර්.විජේවර්ධන මාවත අතර පිහිටා ඇති ඉඩම් සංවර්ධන කාර්යයන් සඳහා යොදා ගැනීමට නියමිතය. සමුපකාර තොග වෙළඳ සංස්ථාව (ස.තො.ස.) විසින් වර්තමානයේ භුක්ති විඳිනු ලබන මෙම ඉඩම් බේරේ වැව ආශ්‍රිත සංවර්ධන සැලැස්මට අනුව හෝටල් හා සංචාරක කලාපය සඳහා වෙන් කරනු ලැබ තිබේ.

ඒ අනුව, සංවර්ධන කාර්යයන් සඳහා ඵලදායී ලෙස ප්‍රයෝජනයට ගත හැකි වන පරිදි එකී ඉඩම් නිදහස් කිරීම පිණිස කර්මාන්ත හා වාණිජ කටයුතු අමාත්‍යාංශය සමඟ අවබෝධතා ගිවිසුමකට එළඹීමටත්, ස.තො.ස. ආයතනයටද ප්‍රතිලාභ ලැබෙන පරිදි එම ඉඩම් සඳහා වන රජයේ තක්සේරුව මත පදනම්ව ඒකාබද්ධ සංවර්ධන ව්‍යාපෘති ක්‍රියාත්මක කිරීම සඳහා යෝජනා කැඳවීමටත් මහානගර හා බස්නාහිර සංවර්ධන අමාත්‍ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

කළුතර, දිස්ත්‍රික්කයේ මිල්ලනිය ප්‍රදේශයේ අපනයන සංවර්ධන කලාපයක් ස්ථාපනය කිරීම

- අධිවේගී මාර්ග කලාප ඔස්සේ අපනයන කලාප ස්ථාපනය කිරීම සඳහා සුදුසු ඉ‍ඩම් හඳුනා ගැනීමටත්, ඒ සඳහා අවශ්‍ය පහසුකම් සැපයීමටත් 2018 අයවැය මඟින් රුපියල් බිලියන 2.5ක ප්‍රතිපාදන වෙන් කරනු ලැබ තිබේ. ශ්‍රී ලංකා ආයෝජන මණ්ඩලය යටතේ බස්නාහිර, දකුණ, මධ්‍යම හා වයඹ පළාත්වල ක්‍රියාත්මක වන අපනයන සැකසුම් කලාප/ කාර්මික කලාප 12 ක් මේ වන විට උපරිම ධාරිතාවෙන් ක්‍රියාත්මක වන බැවින් නව ආයෝජන කලාප පිහිටුවීමට අවශ්‍යව ඇත.

විදේශීය ආයෝජන ආකර්ෂණය කරගැනීමට හැකි වන පරිදි, ශ්‍රී ලංකාවේ කාර්මික උද්‍යානයක් ස්ථාපනය කිරීම සඳහා තායිලන්ත - ජපන් හවුල් ව්‍යාපාර සමාගමක් විසින් යෝජනාවක් ඉදිරිපත් කරනු ලැබ ඇති අතර, ඒ සඳහා කළුතර දිස්ත්‍රික්කයේ, මිල්ලනිය ප්‍රදේශයෙන් සුදුසු ඉඩම් කොටස් කිහිපයක් හඳුනා ගනු ලැබ තිබේ. ඒ අනුව, යෝජිත මිල්ලනිය අපනයන සැකසුම් කලාපය ස්ථාපනය කිරීම සඳහා හඳුනා ගනු ලැබ ඇති ඉඩම් කොටස් අදියර 2ක් යටතේ ශ්‍රී ලංකා ආයෝජන මණ්ඩලය වෙත පවරා ගැනීම පිණිස සංවර්ධන උපායමාර්ග හා ජාත්‍යන්තර වෙළඳ අමාත්‍ය මලික් සමරවික්‍රම මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

රත්මලාන - මොරටුව අපජල බැහැර කිරීමේ ව්‍යාපෘතියේ පියවර I - අදියර II ක්‍රියාත්මක කිරීම

- රත්මලාන - මොරටුව අපජල බැහැර කිරීමේ ව්‍යාපෘතියේ පියවර I - අදියර I ස්වීඩන් ජාත්‍යන්තර සංවර්ධන සහයෝගිතා නියෝජිතායතනයේ මූල්‍යාධාර යටතේ 2008 - 2015 කාලසීමාව තුළ සාර්ථකව ක්‍රියාවට නංවනු ලැබ තිබේ. එහි අදියර II යටතේ නව පොම්පාගාර 7ක් ඉදි කිරීම, කිලෝමීටර 95ක් දිගැති අපජල රැස් කිරීමේ ජාලයක් ඉදි කිරීම, මොරටුව පිරිපහදු මධ්‍යස්ථානයේ උපකරණ නවීකරණය කිරීම ආදිය සිදු කිරීමට නියමිත අතර, එමඟින් නිවාස 11,000කට සහ වාණිජ හා කාර්මික ස්ථාන 580කට පමණ අපජල බැහැර කිරීමේ පහසුකම් සැලසීමට හැකි වනු ඇත.

මෙම අදියර II ක්‍රියාත්මක කිරීම සඳහා යුරෝ මිලියන 105.5ක් වැය වන අතර, ඉන් යුරෝ මිලියන 75ක් ලබා දීමට ප්‍රංශ සංවර්ධන ආයතනය එකඟ වී තිබේ. ඒ අනුව, එම අරමුදල් ලබා ගැනීම සඳහා ප්‍රංශ සංවර්ධන ආයතනය සමඟ ණය ගිවිසුමකට එළඹීම පිණිස ජාතික ප්‍රතිපත්ති හා ආර්ථික කටයුතු අමාත්‍යතුමා වශයෙන් ගරු අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

පාසල් සිසුන්ට ඩිජිටල් තාක්ෂණය ඉගෙනීමට හා අත්හදා බැලීමට අවස්ථාවක් සලසා දීමේ නියමු ව්‍යාපෘතියක් ක්‍රියාත්මක කිරීම

- වයස අවුරුදු 11 සිට 12 දක්වා වූ වයස් කාණ්ඩයේ පාසල් සිසුන්ට ඩිජිටල් තාක්ෂණය ඉගෙනීමට හා අත්හදා බැලීමට අවස්ථාවක් සැලසීමේ අරමුණින් පාසල් 100කට මූලික IoT (Internet of Things) පුහුණු කට්ටල ලබා දීමේ ව්‍යාපෘතියක් ක්‍රියාත්මක කිරීම සඳහා අමාත්‍ය මණ්ඩලයේ අනුමැතිය ලබා දෙනු ලැබ තිබේ. මේ යටතේ තෝරාගත් පාසල් 100ක් සඳහා BBC මයික්‍රො:බිට් උපකරණ 04 ක්, Sensor කිහිපයක්, ආරෝපණ උපකරණයක් (Charger), Raspberry P i3 පරිගණකයක් ඇතුළත් පුහුණු කට්ටල 20ක් බැගින් ලබා දෙනු ඇත.

38 JVs SIGNED to meet national pharma demand

In an unprecedented move, the Government, through the State Pharmaceutical Manufacturing Corporation (SPMC), signed 38 Joint Ventures (JVs) with overseas multinational corporations to manufacture 85% of the country's pharmaceutical requirements in Sri Lanka.

"We have ensured that Sri Lanka's pharmaceutical needs would be met from within this country. There will be 38 factories inclusive of a specialized industrial zone in the Kalutara District, spanning 60 acres, which will be awarded to a single Malaysian manufacturer and be an exclusive Pharma Zone, Co- Government spokesman and Health Minister Dr. Rajitha Senaratne told Ceylon FT late Friday.

He also said these manufacturers will not only manufacture capsules and tablets, but other ancillary medical equipment such as injections as well.
He said the Kalutara District industrial zone was not sufficient for all the investments, which he said was running into billions of dollars and that other factories would come up in the Katunayake and Horana Industrial Zones, with others also coming up in the Kandy and Kurunegala Districts.

The Minister also said the Kalutara Industrial Zone would be opened tomorrow.
This will be a US $ 250 Million investment for an industry worth US $ 800 Million, Chairman of the State Pharmaceutical Manufacturing Corporation, Dr. Sayuru Samarasundera told Ceylon FT.

In addition to the 38 Agreements that the SPMC has signed, there are 18 more independent investors who will start manufacturing pharmaceuticals within the country, the Minister said.
He said there were two factories which had already commenced operations in Kandy......and Horana with the third factory also billed to commence production in Horana in March.

Albumin will also be manufactured by an American investor. The manufacturing and processing of Plasma will also commence here, the Minister said.

He said the Government had already spent around US $ 1 million in the processing of lands and other related infrastructure such as water, electricity and telecommunication facilities for these factories.
