Concrete elevated highway from Kelanitissa to Galle Face

The US$ 300 million proposed elevated highway aimed at easing traffic congestion in Colombo city will get underway in December this year, with the money coming from the Asian Development Bank (ADB) as a loan, officials said.
Bids have already been closed for the 5.3 km project from Kelanitissa power station junction via the Colombo Port premises to Galle Face (Chaithiya Road and Galle Face Roundabout) and Fort, Road Development Authority (RDA) engineer Nihal Sooriyaarachchi said.
Five Chinese Companies and a South Korean company had submitted bids for the project with the contract due to be awarded in December and the project scheduled to be completed in three years, he said. Preliminary work for site clearance is already underway.
Mr. Sooriyaarachchi said the elevated highway consisting of four lanes would also be linked to the Katunayake Expressway, enabling traffic to move into the city without a hindrance. Project Director and Engineer Mohamed Nizar said the structure would be on concrete pillars and they would not use iron to avoid corrosion.
Mr Nizar said that under the project they would have to construct a 17-storey building and a workshop for the Ports Authority as it would be losing some of the buildings due to the project. He said even containers trucks could ply on this highway. The highway would be maintained by the company for five years while there would be an eight-year grace period to begin the repayment of the loan.

New inspection facility for Sri Lanka Customs

ECONOMYNEXT – Sri Lanka’s Customs is planning to set up a new inspection facility with Asian Development Bank (ADB) assistance to speed up clearance of shipments which are now subject to delays.
A feasibility study for the new facility will be done under an ADB technical assistance project to support trade logistics facilitation aimed at improving process flow and timeliness.
The present inland cargo clearance system involves multiple examination yards where the imported containers are transported for customs examination and clearance, an ADB report said.
“Movement of cargo to and from these facilities along constrained routes contributes to congestion in Colombo,” it said.
Current trade logistics procedures lead to queuing of cargo traffic at the port, the ADB said.
The present system is also not reliable although goods are moved under customs escorts from the port to the warehouses.
A new customs inspection facility at a different location is being considered under the ADB project funded by a grant by the Japan Fund for Poverty Reduction.

Japan-funded state pharmaceutical manufacturing facility to produce 70 percent of Sri Lanka's pharmaceuticals requirement
Oct 13, Colombo: Sri Lankan President Maithripala Sirisena Friday (12) opened the new pharmaceutical manufacturing facility constructed with the intention of further strengthening the pharmaceutical production capacity of the State Pharmaceuticals Corporation.
The new manufacturing complex consisting of state-of-the-art facilities has been built in the Ratmalana Kandawela area with the funding from Japan International Cooperation Agency (JICA).
The Japanese government has spent Japanese Yen 1240 million (US$ 11 million) and out of which JPY 910 million has been spent on the machinery for production.
The current production capacity of the State Pharmaceutical Corporation is 1922 million pills or capsules per year and this project will increase the capacity to 3337 million pills. It is expected to fulfill around 70 percent of the drug requirement of the Health Ministry.
In addition to building this factory, the Ministry of Health has signed agreements with 46 local and foreign drug manufacturers to set up pharmaceutical manufacturing facilities.
According to the agreements, three new factories have been constructed in Horana, Kandy and Digana areas and the products are supplied to the Medical Supplies Division. Three more pharmaceutical factories will be opened in the early part of the year 2019.
The aim is to locally produce 90 percent of the drugs needed by Sri Lanka by the year 2020. According to the State Pharmaceutical Corporation, by manufacturing the required drugs locally, Sri Lanka will be able to save more than Rs. 40 billion per year that it spends annually to import medicines.
The President made an observation tour in the new facility after unveiling the plaque and opening the facility.
Minister of Health, Nutrition and Indigenous Medicine Dr. Rajitha Senaratne, Deputy Minister Faizal Cassim and Chairman of the State Pharmaceuticals Manufacturing Corporation Sayura Samarasundara were present on the occasion.

SLPA plans multi-modal logistics park in Colombo

In a major initiative that will vastly improve the country’s logistics sector, the Sri Lanka Ports Authority (SLPA) plans to build a state of the art multi-modal logistics park spanning over 14-acres in a key suburb in Colombo consisting of both warehouse space and railway links, the Sunday Observer learns. The new facility currently in design stages is expected to be built with the participation of the private sector in the Bloemendhal area in Colombo, in close proximity to the site of the infamous garbage dump.
“We have earmarked 14.5 acres of land and we will be calling for Expressions of Interest from potential investors next year to build this fully fledged facility,” SLPA’s Director - Logistics, Upali De Zoysa said.
He noted that the planned facility could lower Sri Lanka’s freight and warehousing costs whilst reducing vehicular pollution and congestion.
The logistics park is expected to provide value-added services such as customs clearance with bonded storage yards, quarantine zones, testing facilities, and warehousing management services.
“Out of the 14.5 acres, we have to negotiate and acquire 1.5 acres belonging to the Urban Development Authority and nine acres from the Railways Department. The SLPA however owns four acres in the area,” the Director of Logistics highlighted.
According to informed sources, the proposed land area will have four warehouses with conventional cargo at Bandaranayake Quay for its intended development into a fully-fledged passenger ship terminal and also relocate three existing Custom Scanning facilities located outside the port premises into a facility center within the premises, adjacent to the port access road. The move would however force the relocation of 2,320 families from the Bloemendhal area, The Sunday Observer learns.
Meanwhile, addressing a recent event, Zoysa said the SLPA intends to table its three-year corporate plan, currently in draft stages, for cabinet approval by December 2018. In addition, he noted that the SLPA would deploy strategies through ‘a National Port Masterplan’ covering all ferry ports in Sri Lanka.
“We are planning to commission the East Container Terminal in a year,” he said.
Sri Lanka’s ports minister Mahinda Samarasinghe had earlier said the Colombo Port will target to handle a record seven million containers in 2018, improving by 13% from the 6.2 million Twenty Foot Equivalent Units (TEUs) handled in 2017. Last year, Finance Minister Mangala Samaraweera expressed plans to liberalise the shipping agency business, a move that could attract shipping companies to set up regional offices in the island.

In container handling Port of Colombo has recorded a 15.6% growth for the first half of 2018 over same period last year according to Alphaliner Monthly 2018.
Sri Lanka Ports Authority said it is also a very significant achievement as it is the first time in history the Port of Colombo reaches the top of a global maritime ranking.
With this growth, Port of Colombo has leaped ahead many other Asian Ports, Major European Ports and Dubai as well.

Eco-friendly miniature theme park Minilanka Heritage Park to be launched by ICT4SIDS
he representative for ICT4SIDS in the Indian Ocean Region, Vittorio Coco, on Tuesday announced the initiation and planning phase of the Minilanka Heritage Park, an ambitious, multi-stakeholder tourism project aimed at furthering Sri Lanka’s efforts to achieve the Sustainable Development Goals (SDGs) set out in the UN 2030 Agenda. The project will contribute to the fulfilment of SDGs 4, 12 and 17, through sustainable tourism.
Inspired by the 85,000-square metre, Italy-shaped Miniature Park in Rimini, Italy, The Minilanka Heritage Park will be built on a well accessible, countryside open space with a landscape design that will reflect the tear-drop shape of the island. The park is expected to become a top-rated international tourist attraction and the first-in-the-world to showcase unique miniature (1:25 scale) replicas of the country’s landmarks produced using 3D laser scanning drones flying over the original sites and 3D printers fed with filaments extracted from recycled plastic waste.
The park development will integrate a series of multipurpose playfields: Eco-certified bungalows for overnight guests, shopping and dining facilities all spread across a vibrant green environment. Completing the leisure experience for visitors will be a stretch of smart pavilions ordered to showcase different sustainability issues; i.e.: poverty, health, education, climate change, life on land and below water, etc. This is aimed at providing youth and adults with a learning experience platform (augmented and virtual reality, gamification and computer-aided strategic planning etc.), to explore the current progress of and eventually contribute their own next generation solutions towards fulfilling the Sustainable Development Goals in Sri Lanka.

he representative for ICT4SIDS in the Indian Ocean Region, Vittorio Coco, on Tuesday announced the initiation and planning phase of the Minilanka Heritage Park, an ambitious, multi-stakeholder tourism project aimed at furthering Sri Lanka’s efforts to achieve the Sustainable Development Goals (SDGs) set out in the UN 2030 Agenda. The project will contribute to the fulfilment of SDGs 4, 12 and 17, through sustainable tourism.
Inspired by the 85,000-square metre, Italy-shaped Miniature Park in Rimini, Italy, The Minilanka Heritage Park will be built on a well accessible, countryside open space with a landscape design that will reflect the tear-drop shape of the island. The park is expected to become a top-rated international tourist attraction and the first-in-the-world to showcase unique miniature (1:25 scale) replicas of the country’s landmarks produced using 3D laser scanning drones flying over the original sites and 3D printers fed with filaments extracted from recycled plastic waste.
The park development will integrate a series of multipurpose playfields: Eco-certified bungalows for overnight guests, shopping and dining facilities all spread across a vibrant green environment. Completing the leisure experience for visitors will be a stretch of smart pavilions ordered to showcase different sustainability issues; i.e.: poverty, health, education, climate change, life on land and below water, etc. This is aimed at providing youth and adults with a learning experience platform (augmented and virtual reality, gamification and computer-aided strategic planning etc.), to explore the current progress of and eventually contribute their own next generation solutions towards fulfilling the Sustainable Development Goals in Sri Lanka.
