    I am not an economist.. So please correct me if I am wrong.
    The level of government debt in Japan is above two and a half times the GDP (more than 250%), it is by far the largest gross debt-to-GDP ratio in the world. That's true. But I don't think they are the No#1 in the list in terms of the real direct debt.

    A while ago I read an article in FT about Japan - their view was that it's not exactly a disaster. This is mainly because in Japan, the government can sell most of its debts to its own citizens - domestically held debt.

    You cannot just conclusively decide based on what someone wrote in Quora or even in the Wackypedia.

    I cannot answer your questions. Our politicos make so much false statements, it's hard to separate the fact from fiction.:D
    But The Japanese Government has not stopped funding and loans to other nations.

    Yes, you are correct. I am not an Economist as well, but I believe governments always have debt, even the budget is in surplus. Having debt, does not mean those governments unable to provide foreign aid or loans. I know as a fact, Australian budget was in surplus some 15/20 years ago, but the government still had debt. I believe it's economical to borrow money, and go in to debt, and use that money to expand the economy (create more jobs, more infrastructure etc), rather than get rid of the debt.
    But in Sri Lanka, govt. borrow more money to pay off loans and interest.
    'War' was an excuse to mismanage the economy until it's end, nobody question that, due to that volatile situation. After that, most of the money borrowed for development projects are either politically motivated, or borrowed at a high interest rate. On top of that, a large chunk of those monies not being utilised for those projects as well.
    We may not go downhill like Zimbabwe , but there's no light at the end of the tunnel yet.
