Each individual army is loyal to their own house. North consists of bunch of houses (Mormont, Boltons, Karstarks, Umbers, Reeds etc) whose lords are comparatively arrogant than the rest of the Westeroes.

Those houses are loyal only to house Stark who is the warden of Winterfell. That means these little houses are Starks's banner men. But if in any case that lords of those individual houses chose not to support Starks, Starks cannot do much about that. So it is more like an alliance.

Wardens of Westeroes (Starks in the north, Lannisters in the west, Arryns in the east and Tyrells in south) should obey to the King but the Northerners don't obey Kings rule directly like the rest of the Westeroes. They follow Starks. If Starks chose not to support the King at any moment northerners usually starts to ignore the King.

Jamie and Tyrions are lords but they are not THE Lord of Casterly Rock so Lannisters Armies don't obey them unless Cersie asks them. In other words Bran Stark is a lord but he is not THE Lord of winterfell. Lannisters are currently not in the Casterly Rock and the castle is abandoned. So Lannister armies follow Cersie who is the Queen of seven kingdoms. Understood?
