Poor Video Qulaity of Youtube Videos

Recently i have noticed that the Quality of the videos posted in "TV DERANA" YouTube channel is not good.
When i'm watching a video it looks blurly and dot effected as below attached image.

Look at the faces of this screen guys. It is barely possible to see those.
But the video it self is 1080P.

However even for closeups it is still an issue. Look at the eyes of this frame.

I saw this thing specially in Deweni Inima Drama recent videos. I don't know whether it is available for others as well.

Does this has something to do with my device or it's just poor quality of the uploads?

මාත් දැක්කා ඔය සීන් එක උන් වීඩියෝස් අප්ලෝඩ් කරන්නේ 480 p කොලිටි එකෙන්, අපි 720 p න් බැලුවත් 1080 p න් බැලුවත් 480 ම තමා. සමහර විට අප්ලෝඩ් කරන්න යන කාලය සහ ඩේටා වගේ සීන් නිසා කන්වර්ට් කරල දානවා වෙන්න පුලුවන්.
