PayPal Account with $78

Hi, I have a Philippine PayPal account with $63 + $15 (on hold). But, I am unable to spend it on online stores or withdraw as I haven't confirmed a Philippine Paypal / Credit/Debit card.

So, I like to sell this account with cash (only $45) or exchange it for a PayPal account (able to receive money) with documents.

As it is mandatory to confirm an SMS sent to a Philippine phone number in order to send money to another PayPal account.
Also, I think it is impossible to spend it on online shopping until adding a credit/debit card.

Thank you. It is working now. I tried it on yesterday (didn't use mobile but pc as usual). Purchased a Fiverr Service of $60
