May i know why do you want to live in a foreign country by investing on a PR program ? Some guys say here say Sri Lanka is a better place if you are rich. Some even told me rich guys can send their servants to stand in gas queues.

no one knows how long they can remain rich. And there are glitches in the justice system.

    I'm not rich and I'm can't migrate.

    Yes.
If you know the right people, you can buy dollars. You can buy fuel without any queues. You will have to pay a higher price. But you can get things done. When you really look at it, problem is things have a higher price. It's not that things can not be found. You can buy stuff but at a higher price. If you are wealthy, this is a minor inconvenience.
I'll give you a little example. There's a community based on a specific vehicle type in Sri Lanka. They have a delivery system. Whatever you want will be delivered to you no questions asked. Time and place doesn't matter. If you request it, they'll deliver it. An exclusive vehicle club.

What if they run out of stocks due to import restrictions ? I assume you're trying to say you need contacts and corruption to get what you want. Being rich is not enough. I am wondering how would a geniuine rich person survive in this country without going through bribes and power abuse ? He should be a fair person if the country restricts how many liters of petrol a person can have tomorrow.
