Gender is subjective and subjectivity is a fundamental aspect of the essence of being human. I believe you're thinking of sex here.

And it's not that clear-cut even if you consider classification of biological sex. There are clear anatomically inter-sex cases. The formation of reproductive organ of an embryo is not always as binary as we'd like to think it is. When gonads develop they first bifurcate into the male or female structure but where the fully grown fetus' genitalia end up is always in the interim of a spectrum between penis and vulva. For instance some men have pronounced perineum (labia on a female) and some women have enlarged clitoris (which denotes the glans on a man). They might call themselves man or woman or tree but their genitals definitely have stopped halfway between penis and vagina.

About sports...the Olympic committee contends that trans people need to undergo hormone therapy for at least 2 years before they could be considered for selections. The idea here is that under the effect of prescribed hormones over a couple of years, they'd metamorphose to attain the characteristics of their intended group (muscle loss or gain, changes in metabolism, liver function etc. as accordingly). It's not as though you are allowed to casually enter into any sporting event just because you identify yourself as trans. It's highly regulated.

The length of the hormone pre-requisite period can be debated.
