I have a friend who wants to apply for this visa, but he is confused where to apply.

The Portugese consulate in Colombo does not issue visas. The French embassy only handles short-stay schenegan visas to Portugal. We contacted the VFS office in India and we were told they have not yet recieved instructions for this visa.

Is there anyone here who has already managed to get this visa, and if yes, could you please explain how?

    Thank you in advance.

I can tell you about the Job seeker Visa in Sweden.

    1. If you are not a Professional in IT, there is a 98% chance that you will NOT find a job without Swedish.
    2. Until you turn your visa into a work permit, you have to pay for hospitals, medicines even if you are in the death bed. That will cost you an arm and leg.
    3. Accommodation is the major cost. You might think that you could survive with an odd job, but I highly doubt.

dont know about Portugese, but I think its the same.

The Swedish Job seeker VISA can be applied for a 3 moth duration. But then the agency might take you like 6 months to make a decision which is absurd in my opinion.

Nine months afaik. Migration Agency has priority on certain professions like IT. If you are recruiting through a recruiting agency( which are called as consultant agencies), which is recognised by Swedish Migration, then your visa will be processed within 3 weeks (except summer). For all other professions, it could take even nine months to get a decision. But in the mean time you could still work, but still you will not have a bank acct or access to hospitals.
