FES established its offices in SL when Premadasa was the President. He invited them in. They closed offices temporarily sometime ago, but I believe now functions.
But they are not the ones behind the Cloudfisher project.

Yes... but if there's water, even if saline there are ways to desalinate. Membrane desalination can be done with alternate energy like solar power.
The Cloudfisher is mainly targeting the desert areas.
