What is the Server Version?
Is it genuine License applied ?
Is it activated ?
Normaly if the Windows license are not activated this happens and soon your server will be shutting down after running 2 hrs

You need to buy RDS CAL License (User Cal) and need to add AD (domain wise) for it to work.

if the user is in a workgroup it wont work

If this is a RDS server, did you install the RDS license? if you are using a domain account, you need RDS license. if you use a local account, then you don't.

It depends on your setup and your requirement. Assuming this is not a pirated copy, buy RDS license to match your need

Activated,
RDS is bypassed i think
