If you are mainly focused on games go for TN panel, fast response and cheap. But viewing angles and color gamut are bad. cos they use 6-bit technology.

For photo / professional work / movies to got IPS or *VA panel. These are the best LCD panels. Great colors, wide gamut, great viewing angle. But response time is relatively slow. Relatively expensive.

More than 19" is 20,22,24,30.Others are odd sizes which will utilize the same res as the lower one which is kinda awkward lol.
Try a 22".With the prices so low now its good to have at least that.I think HDMI standard defines a minimum of 24" for best view.
