This seems to be a video of an opening or finishing part of a mosque construction work. When the top part of the building is being placed as finalizing the construction works, people seems to have been excited and shouting like this.

But some of the mordern internet-racists seems to have totally misunderstood the situation and started developing unnecessary faith on their visions as a result, this video might have came here as well
