Even the British High commission is still here in Colombo 05

British Visa applications and clerical handling is outsourced to a company called VFS. So if you're looking at getting your applications and submitting your visa for processing, you've to go to the UK VFS branch in Sri Lanka, thats in Union Place, on the 4th floor of Access Towers.

Not issuing really, India is where its all processed, its sort of a hub to process applications from many countries in this region. But the decision and approvals of Visa happen back in UK based on the information provided by the processing center in Chennai.

That is exactly what I'm saying, officers who work on the applications clerically, are based in India; but they have a collection and collation center here together with a link to the IOM to check on authenticity of the documents provided.
