if you don't have the money study a local degree (sliit,nibm) or start with community college programs (diploma/hnd) or/and certification
if you want to do java (popular IT technology in sri lanka)
learn java & do the exams from sun oracle
they are the only respected java qualifications in the market
if you want to start from basics then do A+ exam from comptia
