Even before the coal plant, the Sri Lankan government ordered small coal stocks for a train that runs using steam power. I couldn't recall the name, but it was reserved only for tourists, I think. But I can understand the idiocy and dirty tricks to cover up the blatant crimes that the people lost more than two billion rupees.
