Starting May 15, 2026 (tomorrow), PayPal in Sri Lanka is enabling full send + receive functionality for the first time, but with key limitations tied to local regulations:
- You can send money via PayPal (this was already possible before — using a linked Sri Lankan card or bank).
- You can now receive international payments (the big new change). However, these payments will flow directly into your linked local bank account (Sampath Bank, Commercial Bank of Ceylon, or Bank of Ceylon) rather than staying in a PayPal balance.
- You cannot hold money as USD (or any foreign currency balance) long-term in your PayPal account.
This is due to Sri Lanka’s foreign exchange rules and the Central Bank of Sri Lanka’s (CBSL) requirements. CBSL was specifically concerned about PayPal’s usual “closed-loop” system that lets users hold foreign currency outside the local banking system. To comply, the new setup routes incoming funds straight through the partner banks (likely converting them to LKR at PayPal’s exchange rate plus any markup/fees). There is no option for a persistent USD wallet/balance like you’d have in many other countries.
