since the problem is that this game has no frame cap..how about enabling V-Sync through NVCP or Catalyst?...frames would stay under 60 (@ Monitor refresh rate)
G31 wont be my choice with that hardware...too much stress on a budget board really..:baffled:...so yeah the MB may very well have had it

on the VGA - what I meant was lowering actual clocks on VGA...assuming you use evga precision...try lowering the core/memory/shader clocks from their original settings...this reduces the power draw from PSU...if it runs well its the...
looks like insufficient power to GPU....try lowering the clocks...then run a game/benchmark to see if it flickers..and make sure that the PCI power adapters makes 100% contact with the PINS....
128 bit is the memory interface of the VGA....has nothing to do with whether the operating system is 64bit or not..64bit in a nutshell means it has the ability to work with a large amount of data than 32bit..:)
