    It was common issue, Im pretty sure ur graphics card supports atleast OGL 3.1, although you might have not update ur GL drivers, Search in Bathesda forum, lot of people are complaining Radeon 4xxx series doesn't run the game and having same problem.. Try updating the GL drivers! You can find...
