    Do you have a firewall? anyway you can restrict sites for IE from Internet Options. Just add the web site to Restricted Sites. If you are using ZoneAlarm firewall, you can add the site to Blocked Zone and password protect zonealarm settings.

    No, you can play from CD/DVD (and you can play with an image also, but I haven't tried it) Refer the guide and configure your CD/DVD rom and try.
