    yeah well..I guess the problem also is that there are no sets of qualifications specified in the labor rules for each grades as far as I know..so companies can bend whatever rules there are to suit their plans

    I don't think so.. I've seen junior executives being hired below 15000 without OT. probably it's the same minimum wage for all the grades.
