The reason is lack of necessity. If you live in france, you need to know French for day to day living. But in Sri Lanka, you can live perfectly well without knowing Sinhalese, especially in a certain social background.

If you look at it objectively, it is the same thing as our lack of knowledge in Tamil. we don't learn it because we don't need it. but if we had to live in a Tamil speaking area for a few months, then we learn it out of necessity. Since these girls don't use Sinhala and they don't need it in day to day life, they don't know how to speak properly.
