Few times govts in power used decoys to catch but without success.If this govt wants to change the prevailing system this is a good place to start as they have failed in all others including Law and Order and Underworld killings and Police killings etc.I do not think NPP govt will prevent such things as the student unions who are sympathetic to them are main culprits for Ragging.This is a National Menace that was going on for decades.</blockquote>
