People travel outside to get healthcare they needed.The problem is that  healthcare is done by government sector (100%). if there is a private sector (like sri lanka), then some people can go to private sector for treatments (life is more important than money). This will reduce burden for the government sector.Quality healthcare is expensive. It is not possible to any government (developed or under developed) to fully fund healthcare with limited tax money collected.</blockquote>
