Cabraal is the original founder of the bond scam. This scam ran for several years till finally it came out with only Ranil being accused. I am not defending RW but all the previous ones got to be part of this scam.
Also he's the Kingpin of the Pyramid scam. Chief Architect of the Petroleum Hedging, The Greek Bonds and misappropriation of CB funds to the tune of 8.5 Million USD being remitted to a guy in the US.... plus more.

Where do you think he should be? Governor Central Bank?
