It's the ITN Tamil channel... I got it on my computer from a DVB-T2 dongle. The dongle cost Rs. 2000/=. Hope all the local channels will come on DVB-T2.

Now the ITN DVB-T2 signal has vanished. But the TVLanka Dompe transmitter is broadcasting 70 odd channels. All are encrypted, except the Buddhist channel and the home channel TVLanka.

The last time I checked (2-3 months back) there were BBC and two Chinese channels also. Not sure if they're still broadcasting.
