He did fill in the CMIR/FinCEN form at the US end (cash in excess of $10K has to be declared) but he didn't declare taking the money out at the SriLankan end which is an offence. Ranil did not proceed or act on this information.

A search on this address shows a 4 br, 4 bath, 2859 sq ft house valued at $ 1.264 Million which is exactly the one shown in one of the YouTube videos recently. Some protesters were in front of it.
The Property Management Company could be just a front for money laundering activities, but that's pure speculation. There is no reference to him at NASA.
