There is some truth in the statement. In Sri Lanka specially in the govt service most places are like that. Go to a School how many students are in a class, go to a court , how many cases are listed for a day. The problem is that no proper evaluation and proper resource allocation, but try to do what ever from the limited resource. eg if there are 200 passengers we try to provide transport using existing two buses. Ultimately this is not only a strain to the passengers and the driver even the bus may not work to its full potential life time. There are certain govt places that this pressure is not present, but even they work lethargically. At the same time it is not always that all govt officers work hard . Some do not work at all or if you are very smart know how to get around with the boss and do not work at all. So this work is also passed to others. So, a person who works will never relieved with the work. I agree that in other countries the work load is less, but again if you work hard others are happy to leave work to you! By working hard you get lot of experience and can handle any situation. The people who do not work do not learn anything, though they may be senior. In sri Lanka now we have lot of senior people who did not work hard thus they cannot work properly in their senior position. This has also created some pressure to the people at the bottom. I still consider our govt sector is far superior to the private and they are the unsung heroes eg Govt hospitals , schools are better than counterparts with limited or no resources. One last thing,- Every year there is budgeting and we do not consider this important. I think this is very important. We should be able to budget properly and seek additional funding and the head of the dept should be able to justify his budgeting. I have seen that most of them cannot do that as they pay less attention for this. This had happened for more than a generation and present generation is also continuing the same old method of budgeting , while they are victims of the people who passed them the baton.
