It is quite a normal daily routine for the government to issue Treasury bills to obtain loans that are used for paying various expenditures that the government needs, such as pensions, wages, etc., and these are short-term and tend to have 3–6-month expiry days. The bills for pensions and wages are so large that the governments don't keep them in savings accounts and don't use savings to pay such payments; instead, Treasury bills will be used to pay such expenses. very similar to how a business uses its current account for business activities.
