Electricity consumers are likely to face another price hike after the Ceylon Petroleum Corporation (CPC) hiked naphtha and heavy fuel oil (HFO) prices by around 20 per cent and stopped selling fuel to the power sector at a subsidised rate.
The CPC notified the National System Operator (NSO)—one of the Ceylon Electricity Board’s (CEB) successor companies—this week that an agreement reached on April 18, 2026, to provide fixed-price fuel for three months to stabilise electricity prices has ended.
Meanwhile, the price of HFO has been increased from Rs. 210 to Rs. 248 per litre and that of naphtha from Rs. 174 to Rs. 210, CPC Managing Director Mayura Neththikumarage told the Sunday Times.
Naphtha is used to run Electricity Generation Lanka’s (EGL) 165MW Kelanitissa combined-cycle power plant, while HFO is used in the 60MW barge-mounted power plant; the 160MW Sapugaskanda power plant; and LTL Holdings’ 300MW oil-fired combined-cycle Yugadanavi power station located in Kerawalapitiya.
“Prices have gone up since April, but we did not increase for three months,” Dr Neththikumarage said.
“We sold HFO and naphtha at a loss as the prices were fixed to maintain the electricity tariff. That period ended on July 18, and we have readjusted to the actual prices.” Usually, CPC revises its prices on the fifth day of every month.
The NSO is due to submit its fourth-quarter tariff revision to the regulator, Public Utilities Commission of Sri Lanka (PUCSL), for approval on September 4, 2026. Pradeep Perera, NSO Chairman, said the fuel price increases will have an impact.
“The government had given a subsidy which ran out,” he told the Sunday Times. “We are preparing the tariff for the October-December quarter, and we obviously have to take this into account. When the price goes up, the cost goes up. Thereafter, the PUCSL has to decide how to adjust the tariff to recover the cost.”
The Sunday Times reported last week that the government is considering reintroducing the fuel subsidy for petrol and diesel as world market oil prices continue to rise in the wake of renewed conflict in the Gulf region. A senior official said the government wanted to ensure the burden did not fall on the public—even though its three-month subsidy package introduced in April had lapsed.
There was, however, no mention of naphtha or HFO.
