If you are a citizen of Malaysia and resident of West Malaysia, you need a visa if you want to live or work in Sabah or Sarawak, even within the same country. That's how Malaysia is maintaining peace.

(PS. Malaysia is divided based on land of origin, Sri Lanka is divided based on religion+race, Africa is divided based on tribes etc.)
