Such change won't happen in SL, for about at least 20 years. Because thieves hate to see a honest man among them. Or a honest man to be their successor. Simply because that man will expose them. According to FR the chief accounting officer of the Ministry is the Secretary, not the Minister . Even with the orders of the minister payment unauthorized under FR , cannot be done. Responsibility lies with the Chief Accounting Officer who puts his or her signature and takes responsibility for the expense. So the Minister may be relevant to see who had given orders , but the responsibility lies fairly and squarely with the Secretary.Probaly just fnd who is the Minister for Civil Aviation....
