ඒ අනුව යාචකයෙක් ලෙස, රොඩියෙක් ලෙස, බුලත් විට විකුනන්නෙක් ලෙස, සපත්තු මහන්නෙක් ලෙස, ජංගම රස කැවිලි, ලොතැ‍රැයි වෙලෙන්දෙක් , සාස්තර කියන්නෙක් ලෙස වෙස්වලා ගනිමින් ජනතාව අතර ගැවසීමට මර්වින් සිල්වා මහතා තීරණය කර ඇත. තවද පොලිස් නිලධාරියෙක් ලෙස, ත්‍රී විල් රියදුරෙක් ලෙස පමනක් නොව ජංගම කරණවෑමියෙක් ලෙසද ගෙන් ගෙට යමින් ජනතා ප්‍රශ්න හදුනා ගැනීමටත්, මේ ප්‍රශ්න ජනපතිතුමා වෙත යොමු කිරීමටත්,එමගින් කඩිනම් සහන ලබාදීමටත් ඔහු තීරණය කර ඇත.
මර්වින් සිල්වාගේ කැබිනට් අමාත්‍යංශයට කිසිදු රාජ්‍ය ආයතනයක් නැති අතර, කිසිදු විෂයක් අයත් වන්නේද නැත.

Public Relations Minister Mervyn Silva told Parliament that he would disguise himself as an ordinary person and visit people to identify their problems and report them to President Mahinda Rajapaksa, within a period of three months.

“I will mingle with ordinary people and identify their problems, right from issues between husbands and wives. I will also look into the problems of Opposition members. However, I will not help those who are corrupt and treacherous,” he said.

Mr. Silva said that the objective of this exercise was to create a disciplined society.

He recalled that King Akhbar who ruled India centuries ago also disguised himself as an ordinary man to identify people’s problems.

Responding to questions by the Opposition as to how could work as a minister without any institutions placed under his purview, he replied, “It is like questioning Sir Isaac Newton before he discovered gravity.”

He said that all the great world leaders such as Mahatma Gandhi held similar posts in their time.(KB/
