Comparatively, I think UNP was better at managing the economy than these goons, meaning they were more 'systematic' like, as you say for instance having a pricing formula in place (mila sutraya) for some items as is done in many developed countries. They were trying somewhat, but again they had their share of crooks, the bane of third world countries such as ours.
