Also, it was mandatory for a minimum of 2 company directors of the said news organizations to be present and have offices within the Lotus Tower.  Imagine how much of POWER that one place would have contained and how much of CONTROL the government would have had under their hand if it had gone according to the plan.  Basically the Rajapksha regime threatened every media organization that if they were not ready to adhere to their demands on routing transmission through the Lotus Tower, they would cancel their licence to broadcast in Sri Lanka.   With this, the second tier plan of the regime was to bring in national identification and driving licence data base digitizing with active tracking. They wanted to connect this information data base with the sensors bureau to weed out potential threats to their regime and to track down every possible vantage / weak point of their enemies.
