Why shouldn't those be successful? I can explain why. The wages and most expenses are not accounted for in the costs. That means the wages and some expenses are paid by the local council or the government. So huge overhead is already out of the costing formula. That is why the government enterprises can give things at much lower costs. However, when accounting for those as a whole, that incurs losses. This is the same reason why the communists failed.
